About the PositionThe ICAO Capacity Development and Implementation Programme supports national and international civil aviation through advice, assistance and the implementation of projects. The Operational Safety (OPS) Section in the Air Navigation Bureau develops Standards and Recommended Practices (SARPs) and manages the ICAO Global Aviation Safety Plan, the USOAP programme, and other technical activities. This role is part of the national ICAO Government Safety Inspector Operations — Air Operator Certification (OPS) iPack team, comprised of aviation safety inspectors from the Civil Aviation Authority responsible for air operator certification and oversight.
MajorDuties and Responsibilities
- Function 1: Lead the OPS iPack team to introduce members to Annex 6, Part 1, requirements and guide them in developing regulations, procedures, and guidance materials. Key results include:
- Explain Annex 6, Part 1 requirements and relevant guidance to the iPack team.
- Evaluate prospective Operators Pre‑assessment Statement forms for acceptability.
- Conduct in‑depth evaluation of an Operations Manual.
- Function 2: Identify and address deficiencies in the air operator certification and oversight system. Key results include:
- Identify and resolve gaps in the evaluation of Pre‑assessment Statements and develop or refine internal guidance.
- Guide the team in resolving gaps for the evaluation of an Operations Manual through updated guidance and procedures.
- Function 3: Direct the development of training, knowledge, and skill‑testing materials for inspectors per Annex 6. Key results include:
- Evaluate an operator’s training programme.
- Develop or refine internal guidance for training and testing.
- Function 4: Evaluate an air operator’s quality and safety management systems. Key results include:
- Assess manuals such as the Cabin Attendant Manual, Aircraft Operating Manual, MEL, CDL, and Loading & Handling Manual.
- Evaluate main‑base inspection results and determine inspector actions.
- Develop or refine guidance covering all aspects of quality and safety management systems.
- Function 5: Lead the team in developing processes for issuing an air operator certificate. Key results include:
- Complete the operator’s certificate, SOPs, and identify items for the certification report.
- Develop or refine guidance related to certificate issuance.
- Function 6: Coordinate, organize, manage, and report on the successful deployment of the OPS iPack. Key results include:
- Advise on team composition and secure access to iPack materials.
- Prepare and conduct kick‑off and closing meetings.
- Analyze needs survey, prepare work plan, and secure approval from senior authority.
- Coordinate GSI OPS course participants, submit to ICAO CDI, and conduct regular work sessions.
- Prepare the Deployment Report, define follow‑up actions, and submit for approval.
- Debrief ICAO, provide recommendations, and perform any related tasks.
Provide advisory support to Member States, ensuring compliance with ICAO provisions for certification and oversight of air operators.

A first‑level university degree in Aviation, Engineering, or a related technical discipline. A technical aviation qualification such as an Airline Transport Pilot License or Civil Aviation Safety Inspector may be accepted in lieu of the university degree.
