THE POSITIONThe Department of Transportation is seeking qualified candidates for the position of Civil Engineer (Transportation), a role that requires expertise in applying engineering principles to ensure that design, construction, and maintenance activities adhere to environmental laws and regulations at all levels. In this position, you will utilize engineering principles to develop and assess engineering drawings, ensuring they align with permit applications. Responsibilities include creating and reviewing necessary calculations, designs, and analyses to secure permits and address environmental concerns. You will evaluate the environmental impacts of proposed and existing transportation facilities, considering landforms, water quality, land use, cultural resources, and effects on threatened and endangered species.
The role also involves conducting environmental analyses and preparing technical reports on hazardous waste, wetland investigations, and species assessments. Additionally, you will review studies related to natural resources and pollution control as part of the environmental clearance process, research potential impacts of transportation projects on various environmental and community factors, conduct fieldwork such as wetland identification, species surveys, waste investigations, and monitor post-construction activities, and support construction and maintenance teams.
SCHEDULE AND ADDITIONAL INFORMATION
- Full‑time employment
- Work hours are 7:30 AM to 3:30 PM, Monday – Friday, with a 30‑minute lunch.
- Telework:
Opportunity to work from home part‑time with a securely configured high‑speed internet connection and work from an approved location inside Pennsylvania. If you cannot telework, you may report to the headquarters office in Harrisburg. Telework availability may change. - Salary:

- Five years of civil engineering experience in the appropriate specialty and an Engineer‑in‑Training certificate issued by the Pennsylvania State Registration Board, or
- Successful completion of the Civil Engineer Trainee training program, or
- Years of civil engineering experience in the appropriate specialty and an engineer‑in‑training certificate, plus an associate’s degree in civil engineering technology or a closely related discipline, or
- One year of civil engineering experience in the appropriate specialty and a bachelor’s degree in civil engineering or a closely related discipline.
- PA residency requirement is currently waived for this title.
- You must be able to perform essential job functions.
