About the Work UnitThe Data Management Unit Manager works within the Office of Transportation Analytics, GIS Section, Data Management Unit in the Division of Transportation Development. The unit develops, manages, maintains, and uses statewide roadway data sets representing the state’s full system roadway network. This data supports corridor planning, long‑range planning, Highway User Tax Fund (HUTF) certification, Highway Performance Monitoring System (HPMS) reporting to the Federal Highway Administration (FHWA), asset management, roadway maintenance, environmental analysis, permitting, and other federal reporting requirements, including bridges, roadway projects, and traffic safety.
Geographic data and databases are analyzed and maintained to identify options for projects managed by CDOT Regions or included in Statewide Plans. Geographic and tabular data are captured and analyzed in coordination with environmental planners, engineers, and surveyors in statewide and corridor‑based activities.
The Data Management Unit Manager supervises the unit, allocating staff, assigning work, developing performance plans, initiating promotional or disciplinary actions, and developing annual plans. The manager also oversees federal and state roadway reporting and submission requirements for CDOT, serves as a technical resource providing database administration, GIS services, planning, and data analysis, and manages multiple projects of varying complexity and time frames.
ResponsibilitiesLeadership & Supervision
- Supervise staff (currently five) and program activities.
- Administer the performance program for all employees including regular performance feedback.
- Implement annual work plan and establish work standards.
- Prioritize and assign work.
- Monitor work for quality control and efficiency.
- Coach, mentor, and train employees.
- Develop and administer budgets.
- Address personnel issues and mediate conflicts.
- Implement policies and procedures fairly and consistently.
- Manage projects that integrate disparate data sets, develop and provide access to CDOT roadway databases, update and expand unit software, manage federal and state reporting processes, analyze information, and produce new transportation planning information.
- Develop and manage spatial databases using Esri ArcGIS software and tools.
- Acquire data to create and maintain geographic data sets, integrate digital data from other sources, produce maps using GIS, and perform data analysis including statistical analysis.
- Develop programs to assist with the production of transportation plans and information dissemination.
- Consult with users of transportation databases to identify needed analytical tools or gaps in data availability.
- Identify and implement solutions to address expanding data needs, additional analytical capabilities, or improved information quality.
- Monitor data quality and delivery schedules from data providers to ensure availability for planning activities.
- Supervise and participate in the production of mandated state and federal reports including HUTF and HPMS.

Work Environment- Schedule:
8:00 AM – 5:00 PM, Monday – Friday, with flexibility to meet work/life balance needs. - Hybrid schedule combining in‑office and remote work.
- Eight (8) years of professional work experience, including at least four (4) years in Geographic Information Systems (GIS), geospatial science, geography, computer science, or a closely related field.
- Four (4) additional years of experience that included both GIS/database development or maintenance and data analysis.
- At least four (4) years of experience using Esri ArcGIS software.
