Service & Team

The Environment & Connectivity service sits within the Sustainable Growth & Place directorate and is responsible for managing and maintaining Cornwall’s vital infrastructure networks.

The Highways Infrastructure & Network Manager leads a key function within this service, bringing together highways asset management, network management, estate roads and development adoption, street lighting, drainage and street works. The team works closely with internal services, delivery partners (including CORMAC), utilities, developers and national bodies to ensure Cornwall’s network is safe, resilient and supports sustainable growth.

Role

As Highways Infrastructure & Network Manager, you will lead the strategic asset management of Cornwall’s £8bn highway network, ensuring long‑term value, resilience and performance.

You will oversee the commissioning and delivery of highways maintenance and capital programmes, manage key contracts including the Highways Term Service Contract and street lighting, and act as Traffic Manager responsible for network access and the street works permitting regime.

The role also includes leadership of estate roads and development adoption processes, ensuring new infrastructure is delivered to adoptable standards and supports planned growth.

Through data‑led decision making and lifecycle planning, you will optimise investment and drive continuous improvement across the service.

Working closely with Members, senior leaders and partners, you will provide expert advice, secure external funding and represent Cornwall regionally and nationally to influence infrastructure policy and investment.

Working Pattern

This is a full‑time role (37 hours per week), Monday to Friday. Cornwall Council supports flexible working and offers a range of options including hybrid working, compressed hours and flexible start/finish times, subject to service needs. The role will require a balance of office, site and home working, along with occasional attendance at meetings across Cornwall and beyond.

What you’ll need to succeed
  • Extensive experience in highways asset management, lifecycle planning and infrastructure engineering
  • Strong knowledge of network management, street works and network access requirements
  • Proven experience managing large, complex budgets and delivering capital and revenue programmes
  • Experience of contract management and commissioning (e.g. NEC or similar)
  • Understanding of estate roads, S38/S278 processes and development‑related highways functions
  • Knowledge of street lighting and infrastructure asset systems
  • Strong leadership skills, with experience managing multidisciplinary teams and partners
  • Excellent stakeholder management and the ability to provide clear, strategic advice to senior decision‑makers
  • A relevant professional qualification (e.g. CEng/IEng) or equivalent experience
