We have an excellent opportunity for an Assistant Highways Development and Delivery Support Officer to join our Highway Development Management team here at Wokingham Borough Council, on a Full‑time, Permanent basis.

As Assistant Highways Development and Delivery Support Officer, you will advise on the transport implications of development proposals at pre‑application and full application stages, ensuring alignment with WBC Policy and the National Planning Policy Framework. You will assess planning applications, review traffic flow data to identify capacity issues, and support sustainable transport accessibility, parking layouts, and road safety features for new developments.

You’ll review Construction Environmental Management Plans and Road Safety Audits to ensure safety standards are met, while providing high‑quality responses to planning consultations. Guiding developers on Transport Statement scoping and supporting senior staff with major sites through traffic surveys and modelling, you will contribute to planning committee reports and deliver excellent customer service.

This role requires an organised individual with a relevant degree or Level 4 qualification and 1‑2 years of experience in highways or transport planning.

Key Responsibilities

  • Advise on the transport implications/highways impacts of development proposals at pre‑application and full application stage.
  • Assess planning applications, including advising and making recommendations on their transportation implications regarding WBC Policy (such as the Wokingham Core Strategy and Local Transport Plan) and the National Planning Policy Framework.
  • Review traffic flow data and identify capacity issues on the road network.
  • Review sustainable transport accessibility of new developments, parking layouts, loading bay provision, safety of new access junctions, provision of traffic calming features, new pedestrian crossings and new footways/cycleways.
  • Advise on Transport Statements and Travel Plans presented in support of development proposals and carry out transport appraisals of development proposals.
  • Review Construction Environmental Management Plans (CEMPS), Delivery Servicing Plans (DSPs) and Parking Management Plans (PMPs) submitted in support of planning applications.
  • Provide high‑quality and timely responses to Planning Consultations.
  • Review Stage 1 Road Safety Audits and ensure that any road safety issues identified are resolved satisfactorily by the developer/designer.

Candidate Requirements

  • Level 4 Qualification (e.g., HNC with 2+ years of relevant experience) or a Bachelor’s degree.
  • Working towards membership of a relevant professional body (CIHT, CILT, IHE or ICE).
  • Grade 6: 1‑2 Years experience and a Level 6 (BSc) or Level 4 Qualification (HNC/Diploma in a relevant subject).
  • Good communication skills both verbally and written (producing consultation responses with limited supervision).
  • Ability to actively listen in order to extract and assess important information.
  • Good IT skills and proficiency with MS Teams, SharePoint, Excel, PowerPoint, Word and MS Project.
  • Demonstrable skills in interpreting information from technical drawings or maps.
