Senior Project Leader / Technical Lead Engineer – Civil Water Infrastructure Projects
Location: GTA
Role OverviewWe are seeking a highly experienced Senior Project Leader / Senior Technical Lead Engineer with deep expertise in municipal linear infrastructure projects.
This role is ideal for a technically strong professional who understands the complete project lifecycle and can successfully lead complex water, wastewater, and stormwater infrastructure assignments from planning and design through construction. Candidates must possess direct experience with municipal linear infrastructure systems, as this is not a general civil engineering role.
Based in the Greater Toronto Area (GTA), this position follows a hybrid work model, combining remote work, office collaboration, and project site attendance as required.
Key Responsibilities Project Leadership & Delivery- Lead and manage municipal
linear
infrastructure projects involving:- Watermain systems
- Sanitary sewer systems
- Storm sewer and drainage infrastructure
- Oversee projects from conceptual planning through detailed design, procurement, construction, and closeout.
- Manage project scope, schedules, budgets, risk, quality, and stakeholder expectations.
- Direct and review engineering design deliverables, including:
- Plans and profiles
- Technical specifications
- Construction documents
- Cost estimates
- Engineering reports
- Provide senior-level guidance on design solutions, constructability, value engineering, and risk mitigation.
- Ensure technical quality and consistency across all project phases.
- Serve as a trusted advisor to municipal clients, regulatory agencies, utility providers, and project stakeholders.
- Lead technical meetings, design reviews, and project coordination discussions.
- Support long-term client relationships while identifying opportunities for future work and program growth.
- Work closely with contractors, inspectors, and project teams during implementation.
- Review RFIs, shop drawings, and contractor submissions.
- Evaluate change orders and support construction issue resolution.
- Provide technical direction regarding construction sequencing and field challenges.
- Review and support construction methodologies for complex underground infrastructure projects.
- Apply expertise in trenchless technologies such as:
- Microtunneling
- Horizontal Directional Drilling (HDD)
- Pipe Bursting
- Other innovative underground construction methods
- Mentor and develop junior and intermediate engineering staff.
- Participate in project reviews and technical knowledge sharing.
- Foster a collaborative, high-performance team environment focused on quality and professional growth.
- Contribute to proposal development and strategic pursuits.
- Assist in defining project scope, fee development, schedule preparation, and technical approach.
- Support pursuit teams on major municipal infrastructure opportunities.
- Ensure compliance with:
- Ontario Provincial Standards Specifications (OPSS)
- Ontario Provincial Standard Drawings (OPSD)
- Municipal engineering standards and guidelines
- Applicable permitting and regulatory requirements
Required Qualifications
- Bachelor's degree in Civil Engineering or equivalent.
- Minimum 10-15 years of direct municipal linear infrastructure experience.
- Demonstrated expertise in:
- Tunnelling Design & Construction Projects
- Water distribution systems
- Sanitary sewer systems
- Stormwater infrastructure
- Proven experience delivering major municipal infrastructure projects within Ontario.
- Strong understanding of underground infrastructure construction methods and sequencing.
- Experience managing projects within the GTA and working with municipal stakeholders.
- Excellent communication, leadership, and project management skills.
- Ability to lead technical discussions and make sound engineering decisions.
- Professional Engineer (P.Eng.) designation in Ontario.
- Experience with trenchless construction technologies.
- Background supporting large municipal infrastructure programs and capital works initiatives.
- Working knowledge of AutoCAD and/or Civil 3D for design review purposes.
