The OpportunityWSDOT seeks an experienced financial leader to manage the Payments & Receipts team within the Accounting and Financial Services Division (AFS). The role oversees statewide accounts payable, cash receipting, and purchase‑card payment operations, ensuring accurate, efficient, and compliant performance. The manager serves as the technical expert on travel policy, provides training and oversight, and supports consistent financial practices across all regions.
Whatto Expect
The AFS Division is WSDOT’s central authority for statewide financial operations. It manages financial systems, implements policy, delivers accounting services—including payroll, payments, receivables, grants, procurement, and reporting—and provides expert analysis to support agency wide decision‑making.
Responsibilities- Lead and manage the Payments & Receipts Team, conducting performance reviews, training, and development for 10 accounting professionals.
- Serve as WSDOT’s accounting and financial management subject‑matter expert for payments and receipts.
- Ensure compliance with RCW, WAC, internal manuals, and state and federal policies.
- Oversee cash receipt collection from private, state, federal, and local sources and payments to vendors, employees, contractors, and consultants.
- Manage statewide travel policies per Office of Financial Management (OFM) and IRS guidelines.
- Develop and manage procedures for processing financial documents using workflows to meet state and federal requirements.
- Coordinate with the Office of State Treasurer, State Auditor Office, OFM, and WSDOT programs and regions to maintain compliance.
- Oversee WSDOT’s purchasing card program, directing activities, priorities, and policy administration with OFM and the Department of Enterprise Services.
- Provide oversight of purchasing card payments and reconciliations for Headquarters, North Central Region, Olympic Region, agency Excise Tax payments, and the Unclaimed Property process.
- Knowledge of GAAP, GASB, and applicable federal and state requirements.
- Ability to analyze financial data, identify discrepancies, and produce accurate reporting using complex financial systems.
- Demonstrated success in leading teams and managing high‑performance performance.
- Experience developing, applying, and implementing policies and procedures across programs and agencies.

- Ability to analyze complex financial and operational data to identify trends, risks, and improvement opportunities.
- Expert knowledge of statewide travel policy and WSDOT specific policies and manuals.
