Job DescriptionThe Rate Regulation division is responsible for traditional regulatory rate‑setting for electric, water, and telephone utilities. The Tariff and Rate Analysis section develops rates, allocates costs to customer classes, and participates in rule making proceedings.
Tariff and Rate Analysis is seeking a Rate Analyst to support the PUCT’s Rate Regulation Division by evaluating utility cost and rate proposals, analyzing economic and statistical data, reviewing filings from regulated utilities, developing written recommendations for Commission decision‑makers, and ensuring fair, reasonable, and compliant rates for Texans.
Salary RangeFinancial Analyst I, B20 – Minimum $70,008.00 ($5,834.00) – Maximum $76,356.00 ($6,363.00)
Financial Analyst II, B22 – Minimum $75,000.00 ($6,250.00) – Maximum $89,328.00 ($7,444.00)
QualificationsFinancial Analyst I:
Bachelor’s degree in economics, business administration, or finance with at least twelve semester hours in microeconomics, macroeconomics, or statistics/econometrics/calculus.
Financial Analyst II:
Same degree and courses, plus at least one year of full‑time experience in utilities, economic, statistical, or regulatory analysis.
- Graduate degree in economics, business administration, finance, or related field, or relevant professional certification (e.g., CPA, CFA).
- Experience as an expert witness in major regulatory proceedings.
- Experience performing regression analyses with common statistical software.
Monday through Friday, 8:00 a.m. to 5:00 p.m. Telecommuting and alternative schedules may be approved in accordance with agency policy.
