Financial Analyst (Contracts and Receivables) – State of Washington Office of Financial Management. Olympia, WA.
Salary: $60,000 - $76,000 annually, with potential for growth. The position is flexible/hybrid with ability to work from home and some travel for monthly/quarterly in‑person meetings.
What this job is about:As a Financial Analyst within the Fiscal and Operations Unit, you will provide contract and billing services, update and ensure the Agency Billing System and accounts receivable system accurately reflect receivables, reconcile general ledgers, support Workday transition, audit accounts payable, maintain customer accounts, enter fiscal transactions, and prepare periodic reports.

In this role, you will be responsible for the following:
- Accurate and timely processing of all accounts receivable invoices for OFM, GOV, and OII.
- Develop electronic tracking system for invoicing.
- Review contracts to identify receivable implications.
- Research discrepancies on past‑due accounts and process corrections.
- Provide monthly, quarterly and annual reporting to agency leadership.
- Develop reconciliation processes for accounts receivable system.
- Document processes for Workday readiness.
- Audit daily accounts payable transactions.
- Review and verify batch transactions.
- Maintain detailed payable contract agreement records.
- Develop electronic processes to track contracts and balances.
- Communicate with leadership on activity exceeding contracted values or dates.
- Participate in monthly financial statement review (pre‑close meeting).
- Process corrections for month‑end financial statements.
- Communicate with agencies regarding outstanding receivables.
- Identify outstanding receivables and coordinate necessary documents.
- Bachelor's degree with 18 quarter or 12 semester hours in accounting, auditing, or budgeting (professional experience may substitute for education, but not the required credit hours).
- Two years of relevant professional accounting experience, one year of which performing advanced/complex accounting and/or fiscal analysis.
- Demonstrated ability to research and analyze information from multiple sources.
- Strong technical skills using Microsoft Office products and various financial and reporting systems.
- Intermediate to advanced Microsoft skills.
- Knowledge of AFRS, Enterprise Reporting, SAAM and GAAP.
- Proficiency in Outlook, Excel, Word, Teams, PowerPoint, Adobe Pro, and virtual meeting platforms.
- Lean leadership mindset and continuous process improvement engagement.
- Comfortable with technology change for Workday transition.
