The City of Victoria has an exciting opportunity for a Financial Analyst – Property Taxes to join our team. This is a hands‑on position that works closely with internal departments and outside agencies to fulfill the legislative requirements governing property tax administration.
RoleThis position plays a key role in ensuring the accuracy of the City’s property tax and other receivable systems through expert financial analysis and responsive customer service. Our ideal candidate will:

- Have progressive experience working with municipal property tax administration
The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City’s Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.
Position FunctionPerform administrative and accounting functions relating to the property tax system in the accounts receivable section.
Key Duties- Generate property tax notices and other billings for receivable systems including business licenses, utilities and other general accounts; ensure payments and adjustments are entered into property tax sub‑ledger; check, record and balance homeowner grants and tax penalty information; issue refunds.
- Maintain, communicate and manage issues around pre‑authorized payment accounts and generate electronic batch for monthly bank withdrawals.
- Maintain property contact system updates for property tax system; conduct quality control checks; report changes to personal information to BC Assessment.
- Create, maintain and balance various records such as frontage charges, specified area levies, mortgage company billing file and tax arrears; prepare month‑end and year‑end reconciliation of various sub‑ledgers to general ledger; compose correspondence as required.
- Provide financial information for Council reports and schedules related to local improvement and specified area rate and interpret bylaws and create the levy.
- Calculate and notify property owners of frontage and specified area tax assessment changes; determine daily interest and impose penalty charges on outstanding taxes and apply to individual accounts.
- Responsible for payment in lieu of taxes, maintaining files, verify properties, calculate invoices to government agencies and other exempt property owners.
- Compile statistical and general reports for various departments as required.
- Impose other government agency property tax levies, reconcile related accounts, calculate and issue payment of levies collected, make adjustments for supplementaries to under‑over levy accounts.
- Prepare documents for the sale of properties for non‑payment of taxes; notify homeowners in writing of intended sale; attend auction to record bids; complete post‑sale documentation and accounting adjustments. Register liens on property at Land Titles Office.
- Respond to enquiries from staff, the public, legal firms and government agencies by providing information related to property taxes, ownership, grants, deferments, usage and frontages; interpret and explain applicable bylaws, statutes and regulations; participate on corporate committees as required.
- Participate in the development and implementation of accounting policies, procedures and standards of accounts receivable; assist in the planning, implementation and improvement of receivable systems as required.
