JOB PURPOSE:
The purpose of this role is to ensure effective data processing, reporting, financial management, implementation of partner accounting, reporting, monitoring systems and capacity development support to partners for Oxfam Irelands 5-year programme under Irelands Civil Society Partnership (ICSP) funded by the Irish Government through Irish Aid. Oxfams ICSP programme is implemented in 7 countries in sub Saharan Africa (Uganda, Malawi, Zimbabwe, Zambia, Somalia, DRC, South Sudan) and in Ireland.
The current cycle runs until December 2027 and as grant holder, Oxfam Ireland manages and coordinates the programme via a dedicated Project Management Unit (PMU) in which the ICSP Finance Coordinator is a core role. Key Responsibilities Be a focal point for all financial matters for the ICSP Programme. Ensure compliance with all the Oxfam guidelines in the implementation of the programme. Be responsible for the financial implementation of the ICSP grant. Effectively manage the financial and logistical elements of ICSP operations in Ireland and oversee the correct and up to date implementation of the grant in the 8 participating countries (including Ireland).
Compile all the financial reports from the 8 countries of implementation (including Ireland) into a single annual financial report in line with Irish Aid requirements and templates. Work with the ICSP PMU, Oxfam country teams and partner organisations to ensure excellent programme and budget performance. Provide training, support and guidance to partners including building their capacity to effectively manage the ICSP grant, in coordination with the PMU and Oxfam country teams.
Be responsible for the accurate and timely preparation of financial reports to ensure that Oxfams relationship with the donor is upheld by submitting financial reports and completing expenditure verifications within the agreed times. Ensure all capital assets and inventories for the ICSP Programme are secure and records are updated routinely in the participating countries. Ensure effective financial management of the ICSP Programme including production of timely management information, cash management, bank reconciliations, preparation of payments and ensuring financial systems are updated on a timely basis.
Work closely with the ICSP PMU and Oxfam country teams to ensure Oxfam financial policies and procedures are being followed as well as ensuring country teams are compliant with all relevant donor financial reporting guidelines. Maintain systems and controls, complete expenditure verifications, respond to donor queries and work closely with internal and external auditors as required. Act as main focal point and coordinate the external audit process covering the ICSP.
