Position Overview
We are seeking an experienced Senior Policy Analyst to provide strategic guidance and subject matter expertise to the Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C). This role is critical to shaping and refining the policy framework that governs the Army's Security Cooperation (SC) and Foreign Military Sales (FMS) enterprise, ensuring its alignment with national security objectives.
CoreDuties and Responsibilities
- Lead the development, drafting, and revision of Army Security Cooperation policies, regulations, and supplemental guidance to ensure they are current, effective, and aligned with higher-level directives.
- Serve as a subject matter expert on SC policy, providing authoritative interpretation and guidance on the Security Assistance Management Manual (SAMM), DoD Instructions, and Army regulations to stakeholders across the Army enterprise.
- Independently analyze emerging legislation, executive orders, and DoD/DSCA policy changes to determine their impact on Army SC/FMS programs, providing proactive recommendations to government leadership.
- Author, consolidate, and present executive-level materials—including issue papers, decision briefs, and executive summaries—to advise and support the decision-making of senior government leaders.
- Security Clearance:
Must possess an active Secret security clearance. - Education:
Bachelor's degree in finance, accounting, business administration, economics, or a related field. - 5–7 years of direct experience in developing, analyzing, and implementing Security Cooperation or FMS policy within the Department of War (DoW).
- Deep functional understanding of the Defense Security Cooperation Agency (DSCA) and Army FMS processes, including demonstrated expertise with the SAMM and relevant DoD/Army regulations.
- Proven experience briefing and advising senior military and civilian leaders (O‑6/GS‑15 and above) on complex policy impacts and recommendations.
- Strong analytical skills with the ability to work with a high degree of autonomy on complex issues.
- Exceptional critical thinking and briefing skills, with a proven ability to present complex policy-related data to senior leaders.
- At least 5 years of experience focused specifically on drafting and staffing Security Cooperation policy implementation guidance.
- At least 3 years of direct experience with United States Army FMS case processes.
- Advanced degree (e.g., Master's Degree in Public Policy, International Relations, or a related field).
- Location:
Arlington, VA - Travel:
May be required up to 25% of the time to CONUS locations for temporary duty (TDY). - Schedule:
Standard business hours, with occasional evening or weekend work as required by mission needs. - Remote Work:
Remote work may be authorized. If authorized, the candidate must actively participate in virtual team meetings via MS Teams.
