Position: Business Tax Section Manager (Manager I)

Job Appointment: Full-Time

Work Schedule: Monday - Friday, 8-5. Alternate schedule may be available after probation.

Work Location: This is a manager position. All managers and supervisors are expected to report to their worksites full time. Remote workdays remain an option to accommodate travel or focus on major work projects. In‑Person work will occur at Columbia Square Building, 111 SW 1st Avenue. Position Summary: This Manager will be responsible for overseeing the Business Income Tax section and will have three (3) Supervisor II’s, one (1) Analyst II, and one (1) Regulatory Coordinator directly reporting to them.

What you'll get to do:
  • Manage and direct the development, implementation, and evaluation of processes, systems, procedures, and goals for taxpayer assistance, return processing, suspense and account maintenance, and filing enforcement activities or audit processes.
  • Plan
    , organize and manage the work of staff to achieve the established goals and performance measures.
  • Review and analyze pertinent statutes, regulations, ordinances, and policies for impact on activities.
  • Develop and establish performance requirements and personal development targets for staff.
  • Prepare and present narrative and statistical program performance reports and recommendations to supervisors, management, and executive‑level positions.
  • Develop code, regulations and policy:
    • Collaborate with Tax, Audit & Accounting, and Revenue Division's management leadership team to develop vision, goals, and strategy; implement; evaluate; and improve plans for overall administration of tax programs administered by the divisions.
    • Collaborate with Revenue Division management and pertinent staff to develop recommendations for changes and enhancements to code, regulation, and policy as needed for tax programs the division administers. Including Metro/Multnomah County representatives and other stakeholders in the development of same where appropriate.
  • Participate in and propose process and program development for new and evolving programs by working with managers, Metro/Multnomah County, and other stakeholders to develop procedures, identify issues, propose solutions, and monitor program performance to improve service delivery and meet customer and taxpayer needs.
  • Recruit

Minimum Qualifications
  • Experience applying the principles and practices of operational and strategic planning, current business communication, program evaluation, and budget preparation and administration.
  • Experience analyzing, interpreting, explaining, and applying relevant federal, state, and local laws, statutes, regulations, and ordinances.
  • Experience communicating clearly and effectively, both verbally and in writing, including presenting information, proposals, and recommendations in a clear, persuasive manner to public audiences.
  • Experience establishing and maintaining effective working relationships with those contacted in the course of work; demonstrate tact, diplomacy, and patience, and gain cooperation through discussion and collaboration.
  • Experience managing a multicultural workforce, promoting an equitable workplace environment, and applying equitable program practices to diverse and complex services.
