IBTCI is seeking a Security Assistance Financial Analyst to support a proposed task order aimed at enhancing the Office of Security Assistance (PM/SA)’s capacity to provide effective program management, design, monitoring and security assistance oversight. PM/SA oversees U.S. foreign assistance programs aimed at building partner military capacity to advance U.S. foreign policy. The Office currently manages three security assistance accounts:
Foreign Military Financing (FMF), International Military Education and Training (IMET), and the National Security Engagement Account (NSEA) (formerly Peacekeeping Operations (PKO)). Additionally, the Office provides concurrence authority for the U.S. Department of War (DOW)’s security assistance programs under U.S.C. Title 10 (“Title 10 programs”). The PM Bureau’s need to provide consistent oversight of U.S. security assistance programs is vital. In a context of scarce resources, the need to demonstrate clear alignment with U.S. Foreign policy through effective program management is paramount.

General

Duties and Responsibilities
  • Serves as the main point of contact for financial systems matters for PM/SA.
  • Assist the CORs/GORs in the preparation and administration of a program’s financial milestones throughout the grant and contract lifecycle, including pre-award, award, post-award, and closeout activities.
  • Draft funding requisitions requested and approved by the relevant regional program officer, Team Lead or Deputy Director.
  • Prepare invoices and associated documents for COR review and approval.
  • Assist the COR/GOR in developing and maintaining program budgets an associated cost-related spreadsheets.
  • Support CORs /GORs to maintain and manage a centralized database of all PKO- procured items.
  • Track obligated program funds that are available for other funding commitments.
  • Maintain unliquidated obligations chart. Work with vendors to obtain final cost information and funding requirements. Determine available D&CP, ESF and PKO/NSEA funding for de-obligation and at the direction of COR and/or Deputy Director, submit requisitions to de-obligate prior year program funds.
  • As needed, assist with developing Independent Government Cost Estimates (IGCEs) by providing historical cost estimate data, as requested.
  • Coordinate, input, and manage financial data in the Foreign Assistance Database (portal) and other systems that track related information.
  • Develop and maintain centralized trackers of congressional notifications, allotments, apportionments, and other financial transaction documents.
  • Provide Financial updates to staff, as requested.
  • Attend meetings regarding programs, contracts and grants, as requested.
  • Travel is not anticipated except as it pertains to financial management reviews with DoW counterparts.
  • Knowledge of current federal budget policies and regulations and the ability to apply them to the work environment.
  • BA/BS from an accredited institution or experience related to the particular knowledge, skills, and abilities to perform the duties.
  • Five (5) years of experience as a financial analyst.
  • Three (3) years of experience with invoicing as necessary to assist in overseeing contract and grant vouchers for the U.S. Government.
  • Three (3) years of experience with price analysis and cost accounting techniques and developing IGCEs with input from the program manager.
Preferred Experience
  • Prior experience working with the U.S. Department of State or U.S. Department of War.
  • Experience with USG financial management systems such as State’s GFMS.
Required Security Clearance

U.S. Citizenship. Active Secret-level clearance. A Secret security clearance is required for this position; however, the individual may begin work with an interim Secret security clearance.

Work environment

This position will be based in Washington, DC. In some cases, remote work arrangements could be authorized.
