Resilient Tech Advisors is seeking a Behavioral Health and Data Strategy Advisor to support a local government client in the development of a data-informed, outcomes-driven strategic plan for the use of opioid abatement funds. This role involves providing subject matter expertise on substance use disorder treatment, behavioral health system alignment, and performance measurement frameworks consistent with Virginia’s Opioid Abatement Authority (OAA) Gold Standard.
LocationPrimarily remote, with targeted on-site engagement for facilitated sessions and stakeholder alignment. Candidates within driving distance of Virginia (Mid-Atlantic/Southeast region preferred) or those comfortable with self-funded travel for client meetings. Project does not include travel expense reimbursement.
Employment Type: 1099, Project-Based through Resilient Tech Advisors
Hourly Pay Rate: Negotiable, based on experience
Primary Responsibilities- Advise on evidence-informed intervention strategies for substance use disorder and opioid abatement
- Support behavioral health system alignment and cross-sector coordination
- Develop performance measurement approaches that meet OAA Gold Standard expectations
- Participate as subject matter expert in stakeholder sessions focused on behavioral health alignment and recovery service planning
- Provide technical guidance on data models, analytics, and longitudinal patient data systems
- Ensure clinical and operational feasibility of strategic recommendations
Skills & Qualifications
- Clinical psychology, behavioral health, or related advanced degree (Ph.D. preferred)
- 15+ years of experience designing behavioral health programs and data models
- Demonstrated expertise in substance use disorder, chronic pain, and Medicaid behavioral health programs
- Technical fluency in FHIR, healthcare analytics, and longitudinal data systems
- Experience with payer, provider, or digital health environments
- Knowledge of recovery-oriented systems of care and evidence-based practices
- Strong communication skills for stakeholder engagement and advisory roles
- Experience with opioid use disorder response programs
- Background with major payers (Elevance Health, etc.) or clinical operations
- Familiarity with Virginia OAA requirements and abatement strategies
- Track record of translating complex behavioral health needs into measurable planning frameworks
