Position SummaryThe Recovery Program Project Manager position is contingent upon grant funds; employment will depend on the successful acquisition and continuation of the behavioral health grant. The role coordinates the implementation and administration of a SAMHSA/Department of Public Health (DPH) grant aimed at integrating behavioral health and primary care services. This position ensures compliance with federal and state requirements, manages project timelines and deliverables, and coordinates cross‑functional teams to achieve program objectives.
It requires strong organizational, communication, and leadership skills, and involves managing day‑to‑day operations, monitoring budget and data compliance, serving as the primary point of contact for stakeholders, ensuring the project meets performance measures, overseeing data collection and entry staff, and ensuring strict compliance with internal and funding regulations.
- Project Planning and Implementation
- Execute the project according to the approved plan, defining tasks, required resources, deliverables, and a detailed schedule for completion.
- Oversee purchases for non‑personnel budget lines, identify risks, and implement strategies to keep the project on track.
- Oversee tracking of clinical and administrative time requirements for any CHP staff engaging with the grant project.
- Data, Compliance, and Reporting
- Ensure strict compliance with all grant financial and data requirements, regulations (e.g., 2 CFR Part 200), and policies.
- Oversee the preparation and submission of all required technical and programmatic reports to the funding agency on time, including all federal Red Cap/NOMS data and quarterly and semi‑annual reassessments required by the grant.
- Budget Management
- Track daily project expenditures and availability of funds, purchase supplies, and ensure alignment with the approved budget.
- Recommend budget amendments or revisions as necessary, internally track financial transactions, and work closely with the CHP Grant Coordinator who will maintain primary responsibility for billing and financial coordination with the state.
- Team Coordination
- Coordinate and manage project tasks among team members, including behavioral health, primary care, and community partners.
- Provide guidance and support, and lead regular meetings to monitor progress and address obstacles.
- Coordinate all communication and meetings among team members and with other stakeholders (internal and external).
- Leadership
- Supervise the data entry/collection staff.
- Facilitate posting of job descriptions and scheduling interviews.
- Oversee all data, quality management, and program coordination activities, and provide leadership support for all patient care/case management activities as appropriate.
- Foster teamwork, shared purpose, and coordinated patient care within the recovery program.
- Documentation and Data Management
- Oversee systems for tracking project data, performance measures, and outcomes.
- Ensure all project information and documentation is appropriately filed and secured.
- Work with the DPH and AHP representatives to the project to ensure data compliance.
- Establish a clear communication schedule to update the Grant Director, internal management, and external stakeholders on the project's progress, outcomes, issues, and solutions.
- Facilitate regular meetings with internal and external teams.
- Serve as the primary liaison between CHP, DPH, AHP, and partner agencies.
- Evaluation and Capacity Building
- Evaluate project outcomes against stated objectives and assist with post‑award grant revisions and closeout procedures.
