Job OverviewNHS Wales Shared Services Procurement is an established Procurement Service assisting the Health Boards and Trusts across Wales to deliver patient‑centred services. We are an award‑winning service focusing on value, safety, excellence, innovation and quality. Our aim is to provide seamless procurement processes that release clinical time to focus on patient care and develop a value‑based procurement approach around patient outcomes.
Mainduties of the job
The Assistant Head of National Sourcing will work primarily on behalf of Health Education & Improvement Wales, focusing on stakeholder engagement, staff development and increased visibility of contract content and expenditure. The role provides vision and leadership in developing and implementing a contract portfolio, ensuring systems, processes, policies and procedures enable the team to deliver its strategic and operational targets.
The post holder will support the Leadership of the Head of National Sourcing in delivering a comprehensive sourcing plan, Non‑Pay Savings, Compliance, P2P, Audit and operational management and performance monitoring of the Health Education & Improvement Wales Sourcing team. They will also support the understanding of the strategic direction of the Trust and align with the NWSSP strategic objectives as part of the IMTP plan.

Person specification Academic/Professional Qualifications/Training- Qualified to MCIPS (Level
6) - Specialist knowledge of contract law & Procurement principles (PCR 2015 and PA2023)
- Knowledge of best practice, benchmarking and performance measurement techniques
- Sound knowledge of Public sector Procurement processes/procedures
- Strong presentational and communication skills
- Ability to work as part of and lead a team
- Self‑directed, willing to take responsibility and be held accountable
- Highly motivated and innovative thinker with excellent leadership and inter‑personal skills to challenge and influence key decision makers
- Relationship management; the ability to communicate and present clearly and concisely at all levels (Executive and Non‑Executive Directors, Senior Clinicians and Suppliers)
- Demonstrable track record of achievement of operational management and delivery of strategic objectives
- In‑depth experience of procurement compliance issues
- Proven experience in advanced negotiation with a thorough understanding of the rules that govern Public Procurement
- Track record of delivering Health board/Trust‑wide financial savings through procurement
You must have appropriate UK professional registration.
Welsh language skills are desirable.
