Position: Environmental Safety Officer (Term)

This term position effective immediately ending on or about August 31, 2027 due to a vacancy.

The York Region District School Board (YRDSB) supports a flexible working culture and currently provides the opportunity for employees to work from home in addition to working in the office for some positions. The YRDSB implemented Working From Home Guidelines to facilitate this work option. Please note, this does not apply for school based positions.

Position Summary

In compliance with Board policies and procedures, responsible for supporting the Health and Safety Manager in planning, developing and maintaining comprehensive environmental (e.g., asbestos, well water, indoor air quality) and fire safety programs by providing advice and participating through the evaluation, development, implementation and monitoring of programs, policies, procedures and guidelines in compliance with the Environmental Protection Act, Occupational Health and Safety Act, and Ontario Fire Code and related Regulations.

Responsibilities
  • To meet, consult and liaise with internal and external working groups on environmental health & safety requirements and act as a resource for school Administrators, department managers, employees and health and safety committees.
  • To evaluate and monitor school/site/Board compliance with the Ontario Fire Code, Drinking Water Regulation, confined space, and Designated Substance – Asbestos on Construction Projects and in Buildings and Repair Operations Regulation.
  • To investigate, test, monitor, and report on building environment and working conditions including air quality, sound levels, and temperature and make recommendations and provide advice to management and appropriate staff.
  • To monitor and maintain assessments including asbestos management, water sampling, hearing conservation, hazardous waste storage and disposal, and well water management. This includes coordinating surveys, sampling and monitoring the status of removal or repair work.
  • To develop, coordinate and deliver training on environmental health and safety issues, such as Asbestos, Fire Code Compliance and Well Water Management, including the maintenance of related materials.
  • To support Disability Management on employee accommodation and claims such as scent sensitivities, chemical/environmental sensitivities, concussion management, and hearing loss claims.
  • To liaise with outside government agencies and their agents, such as York Region Health Services, Ministry of Labour, and Ministry of the Environment, as required.
  • To implement and maintain the Hearing Conservation Program, including researching, providing, and tracking hearing protection for teaching staff and validating Hearing Loss claims with WSIB.
  • To research and monitor pertinent legislation, codes for updates, changes, or new developments in environmental health & safety.
  • To provide support and response to queries, emergency situations, and/or complaints from Board staff or Public Health regarding working environment and conditions and coordinating with third party consultants if necessary.
  • To develop, write and distribute health & safety correspondence as required.
  • To attend, advise and provide consultation to all Board MJOSHCs on matters arising during the meetings and the mandated requirements of committee as indicated by legislation.
  • To perform other duties as assigned.
LINE OF RESPONSIBILITY

Responsible to Manager, Health and Safety

Education, Experience And Qualifications
  • A three-year university degree or college diploma in health and safety, environmental studies, fire prevention or a related discipline is required.
  • Minimum five to seven years in dealing with environmental safety issues related to asbestos, drinking water, indoor air quality and fire prevention or related experience is required.
  • Preferred certification and/or training in relevant health and safety topics including industrial hygiene, ergonomics, risk assessment, project management, HVAC and building envelope, and environmental and water treatment and technologies.
  • Preferred certification in Small Drinking Water systems Operator.
  • Must possess a valid Ontario Driver’s License and have access to own transportation.
Leadership
  • Supervision or people management is not an expectation of this role.
  • Responsible for sharing information and educating individuals within and outside of the Board, as it relates to YRDSB Health and Safety programs, policies, procedures, and legislative guidelines.
  • Communicates private and confidential information regarding health and safety and environmental health and safety issues/concerns with government agencies and Board staff and community.
  • Interactions may involve information that is detailed and requires careful consideration.
  • Builds and maintains collaborative relationships with Board staff, union partners, and external agencies in the development and implementation of Health and Safety policies and procedures.
