The Coordinator, Payroll Services, reports to the Team Leader, Compensation and Payroll, and ensures all DCC employees are paid accurately, on time and in accordance with government regulations and requirements. The incumbent performs verification, reconciliation, remittance and reporting activities related to payroll and the Public Service Pension Plan, with accuracy and within strict timelines. The incumbent responds to time entry, payroll and benefits inquiries in a timely manner, while respecting confidentiality.
KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary
Process, verify and balance DCC’s multi-jurisdiction payroll according to the requirements for each province and territory and in keeping with DCC policy and the Canada Labour Code, including making salary, third-party, benefits and pension plan adjustmentsReport and remit statutory deductions and garnishments, and third-party program deductions (e.g. Public Service Pension Plan, United Way, Canada Pension Plan, Employment Insurance, Quebec Pension Plan, Quebec Parental Insurance Plan)Prepare and submit Records of Employment via Service Canada’s web applicationSupport the time entry function by reviewing, reconciling and recommending action in accordance with DCC’s time entry policy and processesConduct review of follow up on payroll related action itemsAdminister, process, report and maintain Public Service Pension Plan data and contributionsRespond to internal and external payroll inquiriesPrepare biweekly, monthly, quarterly, annual and ad hoc payroll reportsProvide advice and guidance to team members about payrollDevelop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholdersOther
Prepare and balance T4s and Relevé 1s annuallyAdminister the calendar year-end and fiscal year-end payroll processesProvide support to other Human Resources Department programs, as requiredOther duties as assignedSKILLS
General and Specific Knowledge
Best practices, methods, trends and legislation in payrollPublic Service Superannuation Act and Public Service Pension Centre policies and proceduresCanada Labour Code policies and proceduresFormal Education and/or Certification(s) and Experience
Minimum: college diploma in human resources management, business administration, finance, accounting or related field with five years’ relevant experience and professional accreditation (e.g. Payroll Compliance Practitioner, Certified Payroll Manager designation), or the equivalentPreferred: university degree in one of the above fields and one of the above listed professional designationsAbilities
Use applicable computer software and operating systemsExplain legislative and/or policy intricacies to employees, supervisors, human resources business partners and managersDemonstrate exceptional written and verbal communication skillsDemonstrate strong capacity for developing solutions to complex problemsConduct research and develop reports, prepare letters, presentations and training materialsApply project management techniquesDevelop consultative relationships with supervisors, human resources business partners, managers and employees across the regionsDEVELOPMENT AND LEADERSHIP
