The Human Resource Analyst 3 (Senior HR Business Partner) provides and manages employee relations services and processes for one or more institutions or divisions. Responsibilities include advising line managers on hiring, placement, investigations, discipline, and performance management. The role works within the Employee Services Division and collaborates with labor unions, management, and community partners. A regular presence at the correctional institution is required.
Minimum Qualifications- Master’s degree in Human Resource Management, Organizational Behavior or related field and ≥2 years of HR professional‑level experience, or
- Bachelor’s degree and ≥3 years of HR professional‑level experience, or
- ≥6 years of HR experience (≥4 at professional level), or
- SHRM‑CP with ≥5 years of HR experience (≥3 at professional level), or
- PSHRA‑CP with ≥5 years of HR experience (≥3 at professional level).
State Certified Human Resources Professional (SCHRP) certification substitutes for six months of professional‑level experience.
Requested Skills- Ability to interpret Oregon rules, statutes, and federal laws related to employment and HR.
- Guidance on performance management and corrective actions.
- Documentation of performance management and corrective actions.
- Conducting personnel investigations.
- Handling complex protected leave events (e.g., FMLA, Workers’ Compensation) and ADA accommodations.
- Independent work, prioritization, and follow‑up.
- Effective communication with diverse stakeholders.
