OLCC comprises three major operational programs: the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs.
Effective Feb. 1, 2026, the compensation plan for this position will increase by a 2.5% cost‑of‑living adjustment (COLA). The salary listed in this posting does not include the COLA.

- This position is based at the Milwaukie, OR headquarters office. The headquarters will relocate to Portland, OR by end of 2026.
- After an initial training period, this position may be eligible for a flexible hybrid work schedule; however, weekly in‑office work will be required and it is not eligible for fully remote work.

The Senior HR Business Partner (Human Resource Analyst
3) provides specialized employee and labor relations expertise to ensure fair, consistent, and legally compliant resolution of workplace matters.
Responsibilities include:
- Providing consultation and coaching to managers on policy, CBA interpretation, investigations, performance management, and progressive discipline.
- Supporting and managing employee and labor relations for the agency, collaborating with state and federal laws, AFSCME collective bargaining agreements, and federal acts including FMLA, ADA, and FLSA.
- Interacting with employees, management, labor unions, and other stakeholders to develop innovative people solutions aligned with the agency’s strategic direction.
- Maintaining regular and reliable attendance as a required function of the position.
Reports directly to the Director of Human Resources. The team also includes HR professionals focused on Recruitment, Classification and Compensation, Learning and Development, Protected Leave, and Safety and Wellness.
Minimum Qualifications- Bachelor’s degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, Applied Behavioral Sciences, Industrial Relations or a related field AND three (3) years of Human Resource professional‑level experience related to the position; OR
- Master’s degree in the same fields AND two (2) years of related experience; OR
- Valid certification as a Professional in Human Resources (PHR) AND four (4) years of related experience; OR
- Six (6) years of Human Resource experience related to the position, with four of the six years at the professional level; OR
- Valid SHRM Certified Professional certification AND five (5) years of related experience.
- Experience serving as the primary investigator in complex employee and labor relations investigations in a union or regulated environment.
- Managing high‑risk, legally sensitive cases involving multiple witnesses and employees at all levels.
- Produce defensible investigative reports with findings, credibility analysis, and outcome recommendations.
