Our HR Consulting offering consistently innovates and drives HR and Workforce Transformation for some of the largest UK public sector organisations and well‑known global brands. In HR Consulting, you will join a rapidly growing part of the business that partners with our clients to help them with HR Transformation and transition to the Future of Work. This could be building a new people and workforce strategy, employee brand, employee value proposition, reward model, implementing a new HR operating model, redesigning end‑to‑end talent processes, development and capability pathways and everything in between.

As a Manager, you will work closely with Directors and Partners to shape the strategic development of the team, build significant new business opportunities, and develop senior client relationships within Human Capital across the UK Government and Public sector. You will also build high‑performance teams around you to support growth plans.

Responsibilities
  • Lead HR T&T projects to drive HR transformation in the Public Sector.
  • Design, develop and deliver specific HR interventions, frameworks or solutions across learning & talent, employee experience, reward & benefits, people technology, recruitment.
  • Lead multidisciplinary work streams of Consultants and Senior Consultants to deliver client objectives.
  • Provide insight, innovation and thought leadership on latest HR thinking.
  • Advise clients on market trends and financial aspects for cost‑effective solutions.
  • Plan, scope and shape HR elements of major projects and programmes.
  • Establish relationships across Consulting competencies and Deloitte service lines.
  • Oversee diverse team management, inclusion, and culture.
  • Participate in pre‑sales and bid development.
  • Report on client project risks and opportunities.
  • Apply commercial acumen in pricing and aligning with Deloitte frameworks.
  • Contribute to business growth by identifying and delivering sales opportunities.
  • Offer a strong perspective on HR matters to build credibility of the UK business.
  • Lead multiple high‑profile projects and bids, develop thought leadership, recruit, coach, support team, and present propositions.
Qualifications & Experience
  • Expertise in HR operations, transformation programmes, enabling technologies, shared services, HR organisation design or a specialist HR area.
  • Full understanding of strategic and operational drivers of the HR function and its value.
  • Track record of leading on large, complex programmes with governance, risk, financials and KPI delivery.
  • Awareness of HR and market trends with a passion for new thinking.
  • Excellent facilitation, communication and data analysis skills with influence ability.
  • Ability to manage senior stakeholders and complex client scenarios.
  • Risk management awareness for people, process, systems, change and commercials.
  • Experience in account development, business and relationship development, commercial and financial management of projects.
  • Strong organisational skills for managing, developing and supporting team members.
  • Experience delivering HR transformation in an external client‑facing consulting role.
  • Experience in large central Government departments, Defence, Security and Justice, or Transport.
  • Exceptional communication skills to articulate complex ideas at all levels.
Personal Independence
