Horizon West Landscape is a commercial landscape and irrigation installation company working with general contractors across Florida. We install landscape, sod, hardscape, and irrigation on multifamily, commercial, hospitality, retail, medical, and other new construction projects.
About the roleWe are looking for a Human Resources and Payroll Manager to run the full employee lifecycle for our office and field teams. You will own weekly payroll, hiring and onboarding, benefits, and employee records, and be the go-to resource for managers on people issues. You will work closely with the entire company to build a positive work environment, and you will report to the Director of Business Administration.
Whatyou will do
- Process weekly payroll for office and field employees, including overtime, deductions, and prevailing wage rates on federally funded jobs
- Write job descriptions, manage job board postings, screen resumes, conduct interviews, and make hiring recommendations alongside hiring managers
- Run onboarding, including I-9, E-Verify, tax forms, policy acknowledgments, and Safety Manual orientation
- Administer our ICHRA (Individual Coverage HRA) and other benefits, including employee onboarding into the ICHRA, annual notices, reimbursement substantiation, and COBRA
- Track PTO and sick leave for all staff and ensure compliance with company policy
- Maintain personnel files and support internal audits of employee documentation
- Maintain the employee handbook and recommend policy changes as the company grows
- Manage workers' compensation claims and return to work with our insurance carrier
- Support managers with performance reviews, coaching, discipline, separations, and exit interviews
- Help resolve interdepartmental staff issues and keep communication flowing across office and field teams
- Keep required postings, new hire reporting, and payroll tax filings on track
- Handle all employee matters with the highest level of confidentiality and integrity
- 4 or more years in HR and payroll, ideally with an hourly field workforce
- Working knowledge of FLSA, I-9, E-Verify, US employment law, and Florida employment requirements
- Experience running payroll on a platform such as Paycom, Workday, or similar, and keeping accurate HR records
- Proficiency with Microsoft Office
- Strong communication, interpersonal, and problem-solving skills
- Strong organization, discretion, and follow through
- Demonstrated ability to lead and work across teams
- SHRM-CP, PHR, or a payroll certification
- Experience with construction or landscape companies
- Experience with prevailing wage (Davis-Bacon) payroll
- Experience administering an ICHRA or other HRA
- Bilingual in English and Spanish
