We are seeking an experienced Assembler (ALC) developer to support a large federal system modernization effort. In this role, you will design, maintain, and enhance mainframe ALC and JCL programs, help convert legacy ALC modules into Java, and collaborate with Agile teams to deliver secure, reliable solutions. Candidates should bring 5+ years of ALC development experience, strong debugging and documentation skills, and the ability to work closely with both technical teams and business stakeholders.
Knowledge of IRS BMF/IMF/CADE2 systems and an active or prior IRS MBI clearance are a plus.

DescriptionPositionOverview
We are seeking an experienced Mainframe Assembler (ALC) Developer to support a large-scale federal modernization program. This role is 100% remote but based in Washington, DC, with occasional collaboration required with DC-area teams.
Key Responsibilities- Design, develop, and maintain Mainframe ALC and JCL programs.
- Analyze, document, and convert complex ALC modules to Java.
- Support Java developers by explaining ALC logic and functionality.
- Execute unit and integration testing to ensure technical accuracy.
- Translate business requirements into formal technical solutions.
- Document ALC logic, conversion processes, and modernization steps.
- Work within an Agile team to modernize existing legacy systems.
- Contribute to full SDLC activities, including architecture recommendations.
- 5–8+ years of experience developing applications in Assembler (ALC).
- Strong skills in JCL and mainframe environments (z/OS, MVS).
- Experience with ALC-to-Java conversions and system documentation.
- Prior experience on medium to large-scale government contracts.
- Solid understanding of Agile development practices.
- Strong communication and collaboration skills, able to work independently and in teams.
- Familiarity with IRS BMF/IMF/CADE2 systems.
- Bachelor’s degree (additional experience considered in lieu of degree).
- Knowledge of Java is a plus.
- Active or prior IRS MBI clearance preferred.
- Excellent oral/written communication and time management.
- Strong problem-solving, defect resolution, and proactive learning abilities.
- Ability to thrive in a collaborative, high-performing team environment.
