Position Description
The City of Rochester is currently accepting applications for the IT Enterprise Applications Supervisor position. The City is a division of the City of Rochester, MN, the largest municipal utility in Minnesota, serving over 57,000 electric customers and 42,000 water customers in a 60 square mile service area with annual revenues near $161 million.

Under general supervision of the Director of IT, the supervisor performs high‑level system administration functions to ensure the reliability, health, and security of City enterprise business software applications. The role provides leadership and vision for the IT enterprise applications section of the IT team, managing operations and direction of IT Analyst work, leading design, development, deployment, and maintenance of enterprise business software applications, and providing team leadership.
PayStarting salary for 2026 is $107,123 to $126,027, depending on qualifications, with potential advancement to $157,533.
ScheduleThe typical work schedule is 8 AM – 5 PM, Monday through Friday, with evening and weekend work based on after‑hours and emergency needs. Remote work is available on a hybrid basis.

Duties and Responsibilities- Manage operations and direction of IT Analyst work.
- Supervise IT Analysts by delegating tasks and work assignments.
- Plan and oversee daily tasks and activities, monitoring and balancing workloads.
- Recommend and coordinate tasks and staff assignments to projects.
- Assess need for and provide or coordinate training required for tasks and projects.
- Complete higher‑level, complex projects and support completion of delegated projects.
- Lead the design, development, deployment, and maintenance of enterprise business software applications.
- Work closely with project stakeholders to gather requirements and assist with technical recommendations.
- Recommend and coordinate improvements in enterprise business software applications.
- Serve as primary resource for high‑level server tasks impacting enterprise applications.
- Assist in positioning the City to effectively utilize state‑of‑the‑art technology.
- Provide recommendations for new technology implementation.
- Stay abreast of current and upcoming IT industry trends.
- Foster a collaborative leadership style that encourages teamwork and professional growth.
- Develop and implement effective coaching and performance management strategies.
- Create expectations and outcomes for employees to work collaboratively with other City departments, public agencies, customers, and the community.
- Oversee recruitment, hiring, and orientation of new employees and ensure diversity strategies are implemented.
- Partner with Human Resources to resolve employment/labor relations issues and participate in collective bargaining negotiations.
- Demonstrate courage in providing direct, current feedback and addressing difficult situations.
- Eliminate negative or unproductive behaviors detrimental to the team.
Education and Experience
• A bachelor’s degree in computer science, information systems, business administration, or a closely related field from an accredited four‑year college or university AND five (5) years of full‑time system administration experience, with at least one (1) year of supervisory/management/leadership experience; seven (7) or more years of progressive responsibility may substitute for one (1) year of supervisory experience.
• OR an equivalent combination of education and experience sufficient to perform the essential duties of the job may also be considered.
