Application Developer – Yuba Water Agency

Responsibilities

As an Application Developer, you will provide solutions to business problems by developing software and scripts to improve data collection, analysis, and workflow development and refinement. This position supports the Information Systems and Security Manager in supporting business technology across the agency and will collaborate with agency personnel and contractors to define problems, assess solutions, and provide end user support and training.

This position assists with identifying needs, proposing solutions, and estimating budgets for projects. Additionally, this position will be the party responsible for any technology or information systems required for its work and may perform other duties as assigned.

Key Initiatives
  • Developing and maintaining custom applications used by the agency for mission‑critical decisions.
  • Developing data exchanges and processing through the use of various APIs from different software products.
  • Developing software and system workflow design by using modeling, diagrams, and markup.
  • Review and refactor code in use.
  • Provide input on current and future technology initiatives.
  • Track changes in technology areas and trends and prepare the agency for adoption of new standards.
  • Secure agency applications and systems through the use of proper, secure coding practices.
  • Provide support for Microsoft 365, Exchange, Power Platform, SharePoint Online, One Drive, and Teams systems.
  • Provide database administration services.
  • Work on GIS system development.
Ideal Candidate

The ideal candidate has knowledge of: current programming languages and methodologies, such as Python, C#, and various development frameworks; programming concepts and best practices, such as caching, error handling, and modern containerized code; database design and administration; operating systems; GIS systems; ERP and maintenance management systems; security best practices; the software development life cycle; developing reports and presentations; collaboration and communication, both with technical and non‑technical staff;

budgeting and project scoping.

Minimum Qualifications

Education/Training:
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in computer science, information systems, or a related field.

Experience:

Five (5) years of increasingly responsible experience in software and applications development, design, and implementation.

License or Certificate:
Possession of a valid California Driver’s License, to be maintained throughout employment.

Benefits

The annual salary range for the Application Developer is $ - $. In addition, the agency offers an attractive benefits package that includes:

  • 2025 Health Insurance rates: 1‑party is $991.78, 2‑party is $1,983.56, and 3+party is $2,628.22 per month. Any premiums in excess of these amounts shall be paid by the employee.
  • Dental: 100% paid coverage for employee and dependents
  • Vision: 100% paid coverage for employee and dependents
  • Vacation:
    Accrued at 12.6 hours per calendar month and increases with years of service
  • Sick Leave:
    Accrued at 10 hours per calendar month
  • Holidays: 12 official holidays per year
  • Retirement:
    CalPERS:
    For classic members 2% @ 55 formula and the agency will pay 5% of the employee’s 7% contribution to CalPERS. For all others, subject to the provisions of AB340 with a 2%@ 62 formula
  • Retiree health through the agency upon completion of ten (10) years of service credit with the agency and retirement from CalPERS. The agency’s present contribution for each annuitant, including enrollment of his/her family members, is a maximum of $2,000 per month.
  • Deferred Compensation:
    Voluntary participation in Agency Plans. The agency will contribute 7.65% amount towards the plan.
