Full-Stack Drupal Web Developer (Remote) – Congressional Budget Office (CBO)

The Congressional Budget Office (CBO) is a small, nonpartisan legislative agency providing economic and budgetary analysis to Congress. The Publications and Digital Media Division is seeking a skilled Full-Stack Drupal Web Developer to support CBO’s public-facing website and related digital platforms.

Responsibilities:
Drupal Development & Digital Infrastructure

The Web Developer will manage the development, configuration, maintenance, and continuous improvement of CBO’s Drupal-based website and digital infrastructure. Key tasks include:

  • Building and maintaining the Content Management System (CMS).
  • Developing custom Drupal modules and themes.
  • Managing third-party integrations.
  • Ensuring site scalability, resilience, accessibility, usability, security, and performance.
  • Blending front-end and back-end development skills.
  • Collaborating across teams and demonstrating strong technical, analytical, and communication skills.
Qualifications:

Required Experience & Technical Skills

Applicants must possess a bachelor’s degree and at least five years of professional experience specifically in Drupal web development within LAMP stack environments (Linux, Apache, MySQL/Maria

DB, PHP). Alternatively, an associate’s degree with at least seven years of hands‑on Drupal development experience may be substituted.

Required experience must include deploying and maintaining Drupal sites on managed or cloud-based hosting platforms (e.g., Upsun/Platform.sh, Pantheon, Acquia, or equivalent), working with modern Drupal versions,
Composer-based workflows
, and a contributed module ecosystem.

Candidates should demonstrate proficiency in the following areas:

  • Front-End Technologies: HTML5, CSS3/SCSS, JavaScript, jQuery, and responsive, accessible design principles.
  • Drupal Theming: Strong experience with Twig templates, theme hooks, render arrays, preprocess functions, libraries, and component-based theming approaches; ability to extend and customize contributed themes.
  • Design Translation: Demonstrated ability to translate high-fidelity design mockups and prototypes (e.g., Figma, Adobe XD, Sketch, InVision) into fully implemented responsive and accessible Drupal sites.
  • Core Drupal API: Strong understanding of Form API, Field API, Render API, configuration management, entities, and caching strategies.
  • Back-End & OOP: Strong knowledge of object-oriented programming, including hands‑on experience with PHP
    , Symfony
    , and MySQL/MariaDB in Drupal CMS environments.
  • Infrastructure: Server and infrastructure management experience with Apache/Nginx, Node.js, Composer, and Unix/Linux.
  • Integration: Familiarity with Web services integration using REST/JSON, XML, and search integration using Apache Solr.
  • Tools & Workflow: Proficiency with Composer, Drush, Git-based version control, and Agile workflows.
  • Hosting: Experience with cloud-hosted open-source platforms (managed hosting required).
  • Security & Performance: Knowledge of web application security, session management, web traffic diagnostics, SEO fundamentals, and basic performance optimization techniques.
  • Dev Ops: Familiarity with CI/CD pipelines, containerization, and Dev Ops workflows.
  • Visual Assets: Ability to create, edit, and optimize visual assets using Adobe Photoshop, Illustrator, and InDesign.
Preferred Qualifications
  • Experience with decoupled or headless CMS architectures.
  • Experience with SharePoint.

Successful candidates will also have experience developing and maintaining Drupal websites within structured web project management processes (planning, execution, review, delivery) and possess strong written and verbal communication skills, including the ability to develop thorough technical documentation and deliver effective presentations.
