Web Developer, IT Project Manager
The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS). OIS supports more than 18,000 staff across the state with technology systems that deliver client service program eligibility, medical, housing, food, and job assistance, addiction, mental health, vocational and rehabilitative services, and manage claims, benefits, licensing, and public health services.
OHA is seeking a Senior Developer to transform an existing web page into a modern, high‑performing experience using AI technologies. The role focuses on redesigning and converting the current site into an optimized layout that enhances user experience.
ScopeThe contractor will design, develop, and deliver updates to legacy OR‑Kids pages under this statement of work.
Responsibilities include:
- Follow ODHS requirements and standards for development.
- Engage with the OIS project lead to understand business, technical, and architectural requirements.
- Ensure authentication and authorization using application‑based and Azure Active Directory components.
- Support OIS and business staff in testing of the updated application UI.
- Attend meetings with OIS project lead, project manager, and business subject matter experts.
- Collaborate with OIS managers, team leads, developers, and architects on code base, effort, and timelines.
- Complete defect and change requests for UI‑related code modifications.
- Follow OIS testing standards (unit, integration, etc.).
- Utilize GIT repository and work with the release manager to publish the application to development, test, and production environments.
- Provide full transparency into work performed and deliverables.
- Compile monthly reports documenting successful completion of agreed‑upon services.
- Convert and modernize the existing webpage and content.
- Ensure responsive design and intuitive user experience.
- Collaborate with stakeholders to refine content and conversion goals.

The position is approved for remote work. Remote onboarding will be required for the first day. The key person may telecommute as agreed with the Agency Authorized Representative, subject to regular re‑evaluation. Remote work requires high‑speed internet, a reliable phone, webcam, and microphone, and the candidate must provide their own computer, monitor(s), and telephone. VPN or similar software will provide access to agency systems.
