• Lead the design and implementation of AI-enabled workforce models, including predictive analytics
• Analyze large-scale personnel data to identify trends and opportunities for workforce optimization
• Develop dashboards and visualization tools for strategic decision-making in talent management
• Author high-impact deliverables such as reports and strategic frameworks for digital talent initiatives
• Conduct organizational studies and benchmarking to improve workforce planning and operations

• Bachelor’s or Master’s degree in Data Science, Human Capital Management, Public Policy, or related field
• Minimum of 5 years of experience in workforce strategy, change management, or digital transformation
• Proficiency in data analysis tools (Excel, SPSS, Tableau, Power BI) and workforce modeling techniques
• Deep understanding of AI, data analytics, and software engineering workforce domains
• Exceptional communication and stakeholder engagement skills across multidisciplinary teams

• Experience with federal HR systems (Oracle HCM, Workday) and cloud migration projects
