Overview

GovCIO is currently hiring for a Software License Manager to manage the lifecycle of all subscription-based software.

This position will be located in HILL AFB, UT and will be a remote position.

Responsibilities

Responsible for overseeing the acquisition, management, and compliance of software licenses within the program. They will ensure that the software usage adheres to licensing agreements and legal requirements, optimizing costs and mitigating risks associated with software licensing.

This involves tracking licenses, managing renewals, conducting audits, and optimizing software usage to reduce costs. They act as a liaison between the organization, vendors, and other stakeholders to ensure efficient and compliant software deployment. As the primary point of contact for software vendors, you play a critical role in building and maintaining positive relationships. This involves fostering open communication, addressing vendor inquiries and concerns, and advocating for the organization's interests during contract negotiations.

By cultivating strong vendor relationships, you can leverage opportunities for discounts, incentives, and favorable licensing terms

  • Software License Managers (SLMs) are responsible for managing the full lifecycle of software licenses across the enterprise. This includes license discovery, entitlement tracking, renewal coordination, audit readiness, and compliance enforcement.
  • Work closely with procurement teams, vendors, and cybersecurity stakeholders to optimize licensing usage and reduce cost while maintaining full compliance with DoD mandates.
  • Responsible for procuring software licenses, negotiating contracts with vendors, and ensuring that the organization has the necessary licenses to support its operations.
  • Understanding the software needs of various departments, evaluating different licensing options, and making informed decisions that align with the organization's budget and goals.
Qualifications

Bachelor's with 5 - 8 years (or commensurate experience)

Required Skills and Experience

  • Clearance Required:

    Secret
  • 3–5 years in software asset/license management in a federal or DoD environment
  • Familiarity with DoD ESI agreements and DODIN software rationalization policies
  • Experience with license optimization tools (e.g., Flexera, SNOW, Service Now SAM)
  • Extensive knowledge on software asset management and software asset management tools and technologies
  • Extensive experience in software license inventories and “proof of license ownership” and “proof of license purchase”
  • Extensive experience in managing support documentation for software license management, at a minimum includes, user manuals, purchase docs, supporting docs, User End License Agreements (UELA) etc. Extensive knowledge on identifying unused or underutilized software licenses
  • CompTIA Security+ or equivalent DoD 8570 IAT Level II cert
