Hybrid – The position requires the candidate to be located within a 50‑mile radius of Austin, TX. The role combines remote (3 days) and onsite (2 days – Thursday and Friday) work, with the possibility of more remote work at HHSC discretion.
OverviewThe successful applicant will plan, develop, test, document, and support computer programs—particularly within the Texas HHS Microsoft 365 Power Platform—to expand key systems such as the DSHS CFO’s Invoice Tracking System (ITS). Responsibilities include analyzing user requests, determining feasibility and cost, and designing solutions that integrate with existing systems.
Responsibilities- Plan, develop, and test Power Platform components, including Process Automate, Dataverse, Power Apps, Power Pages, Canvas Apps, Model‑Driven Apps, and Power Pages integration with external services.
- Support the expansion of the Texas HHS Microsoft 365 Power Platform and complete development for the ITS.
- Consult with users to identify operating procedures, clarify program objectives, and provide technical guidance.
- Use structured analysis, design, or object‑oriented development methodologies to formulate development plans.
- Collaborate with cross‑functional teams, provide training and mentorship on Power Platform technologies, and deliver solutions that meet healthcare or public health standards.
- Participate in Agile development cycles, including sprint planning and execution.
- Extend Power Platform solutions using JavaScript, custom plug‑ins, and Power BI.
Skills and Qualifications
Minimum Requirements:
- 8+ years of experience with Software as a Service (SaaS) and/or Platform as a Service (PaaS) environments (required).
- 4+ years of Microsoft Power Platform development.
- 4+ years of hands‑on experience with Microsoft Power Apps, Power Pages, Connectors, and Power Automate.
- 2+ years of experience designing and developing Power Pages, Canvas Apps, and Model‑Driven Apps, using Dataverse, SharePoint, or other databases.
- 2+ years of strong communication, analytical, and interpersonal skills.
- 2+ years of teamwork skills and ability to collaborate with functional and technical staff.
- 2+ years of independent and cross‑functional teamwork.
- 2+ years of training and mentoring other developers on Power Platform.
- 1+ year of Agile development and sprint planning experience.
- 1+ year of experience with Power Automate Cloud Flows, Desktop Flows, business process flows, and Process Advisor.
- 1+ year of extending Power Platform and Power Pages using JavaScript and custom plug‑ins.
- 1+ year of understanding Dataverse tables and uses.
- 1+ year of understanding connectors and external integration.
- 1+ year of understanding Power BI.
- 1+ year of understanding Power Platform best practices for application development and operations.
- 1+ year of understanding Power Platform Center of Excellence (CoE) Admin Center.
- 1+ year of experience implementing agile methodologies for Texas State Agencies.
- Prior experience in healthcare or public health.
- Experience with Power Platform mobile apps, Power Virtual Agents, and Power Apps portals (no specific year required).
Expected start date: 11/17/2025. End date: 06/30/2026, with possible renewal for up to three years. Normal business hours:
Monday‑Friday, 8:00 AM‑5:00 PM, excluding state holidays. The role offers a hybrid schedule with three remote days and required onsite attendance on Thursdays and Fridays.
