Systems Engineer, IT Project Manager
As a Lead Business Architect within the Chief Technology Office (CTO), you will work at the centre of the Home Office’s digital and technology strategy, shaping how enterprise architecture is designed, governed and evolved across the department. The CTO sets the strategic direction for technology, establishes standards, ensures coherent design, and enables major programmes to deliver secure, modern and user-centred services.
In this hands‑on, flexible role, you will translate business needs into clear architectural insight, support enterprise‑wide decision making, and work closely with architects, engineers and senior leaders across technology, strategy and design.
You will lead and shape business architecture activities across the Architecture function, covering governance, technology debt management, architecture tooling, and cross‑cutting discovery and design, while creating integrated artefacts such as capability models, value streams and operating models that align strategic intent with day‑to‑day operations and technology roadmaps.
Drawing on frameworks such as Biz Bok, you will anticipate emerging challenges, set direction for major transformation initiatives, maintain strong links with other architecture professions and cross‑government architecture communities, and ensure the technology landscape is insight‑driven, well‑governed and aligned to strategic priorities, enabling informed, coherent decisions that support secure, efficient and high‑quality public service delivery.
What you will do- Oversee the governance, assurance and tech debt teams to ensure alignment between teams and implement changes and improvements to support the HO Digital Strategy.
- Proved business architecture leadership in development of the operating model for the Architecture function in CTO, ensuring alignment with wider strategic designs and organisational goals.
- Lead on the development and maintenance of design artefacts (e.g., capability models, value streams) to support and guide high‑impact decision‑making.
- Support the standardisation of Architecture policies, frameworks, strategies, principles, standards and tools across the Architecture professions to enable the Home Office to act consistently to support join‑up, sharing and re‑use of digital and technology solutions.
- Identify and drive new opportunities where business architecture can add value, influencing senior stakeholders to adopt best practices.
- Manage knowledgebase usage and standards (e.g., Bizbok compliance), ensuring a consistent and accurate representation of architecture across the department.
- Mentor and coach business architects and complementary disciplines (e.g., business analysis, service design), building strong internal capability.
- Line‑manage teams within CTO Architecture and maintain collaborative relationships with broader Home Office communities to promote strategic awareness and alignment.
- Architecture leadership – guiding large‑scale business architecture and analytical skills in complex organisations, leveraging frameworks for strategic planning and transformation.
- Analytical approach – spotting patterns, conducting root‑cause analysis, and translating findings into tangible outcomes.
- Communication & influencing – conveying complex ideas succinctly, building consensus across diverse stakeholders, and driving adoption of best practices.
- Collaboration & mentoring – coordinating multiple work streams, managing priorities, and coaching less‑experienced architects or cross‑functional teams.
- Change design & delivery methods – advising on approaches (e.g., agile, lean) to ensure integrated, user‑centric solutions.
- Planning & organising – overseeing multi‑disciplinary activities and balancing challenging demands to meet strategic goals.
