Position: Application Portfolio Manager

Overview

As Application Portfolio Manager you play a pivotal role in shaping Fugro’s global application landscape. You bring clarity, ownership, and governance to a complex environment, ensuring that every application delivers measurable business value. You operate between strategic direction and executional governance between IT and the business, with a strong focus on enterprise‑wide structure, coherence, and long‑term direction rather than technical or infrastructure detail.

By driving lifecycle management, rationalisation, and strategic alignment, you strengthen operational resilience, reduce technical debt, and enable informed decision‑making across the organisation. This is your opportunity to influence strategy at the intersection of business, IT, and architecture — and to create a portfolio that is transparent, future‑proof, and value‑driven.

Responsibilities
  • Own and evolve the application portfolio framework, policies, and governance to ensure consistent lifecycle management and decision‑making.
  • Establish and govern the decision‑making framework for the application portfolio, ensuring that lifecycle, investment, risk, and rationalisation decisions are not only prepared but also adopted, tracked, and embedded in execution.
  • Shape the IT strategic plan for your functional domain and ensure alignment with business strategy, roadmaps, and budget cycles.
  • Maintain full transparency of cost, value, risk, lifecycle status, and technical health across the application portfolio.
  • Guide and prepare Tolerate, Invest, Migrate, and Eliminate decisions, actively reducing technical debt and systemic risk.
  • Align application investments with functional and enterprise strategy by assessing strategic fit, overlap, and dependencies.
  • Drive demand shaping and prioritisation, owning portfolio KPIs and health metrics to support balanced decision‑making.
  • Follow up on lifecycle actions, migrations, and eliminations to ensure decisions are executed and data remains complete and accurate.
  • Deliver clear portfolio insights, trends, and scenario analyses to senior leadership and governance bodies, positioning yourself as the strategic connector between business priorities and enterprise IT.
Qualifications
  • Master’s degree in information systems, business administration, or equivalent experience.
  • 10+ years of experience in complex global IT environments, with at least 7 years in application portfolio management or related disciplines.
  • Experience working with large, diverse application landscapes across multiple business domains or global functions.
  • Demonstrated ability to support senior leaders with data‑driven insights and portfolio recommendations.
  • Understanding of application lifecycle management, enterprise architecture principles, and APM tooling, with a clear focus on enterprise‑level structure rather than deep technical specialisation.
  • Ability to translate cost, value, and risk data into clear, actionable insights that drive strategic decisions.
  • Excellent enterprise partner skills, capable of challenging and aligning senior stakeholders across business, IT, architecture, and functional domains, and of building portfolio discipline in an environment where governance maturity is still developing.
Benefits
  • A gross monthly salary between €6100 and €6900, depending on your relevant experience.
  • 29 holidays per year (including 4 appointed by Fugro management) and the option to purchase 12 additional days.
  • Extensive career and training opportunities both nationally and internationally.
  • Flexible working hours and the ability to work from home in accordance with your manager and corporate policies.
  • Commuting allowance.
  • Modern pension scheme.
  • Collective health insurance.
  • Possibility to register with our corporate fitness plan.
  • Coaching options through our Employee Assistance Program (EAP).
