Network and Cybersecurity Administrator

Reporting to the Director of Information Technology (IT) and working in a francophone workplace, the Senior Network and Cybersecurity Administrator secures, monitors, and maintains the City's network infrastructure and cybersecurity environment. The incumbent ensures the reliability, availability, and integrity of network and security services, including firewalls, routers, switches, SD-WAN, wireless infrastructure, VPN and remote access, network segmentation, endpoint and server protection, email and web security, logging, multi-factor authentication, and related monitoring tools.

This is a senior-level, operationally focused position covering day-to-day operations, projects, incident response, and documentation, in which the incumbent also provides technical leadership and mentors less experienced IT staff. The incumbent recommends and implements improvements to network resilience, secure architecture, vulnerability and patch management, and system hardening; coordinates work with vendors, service providers, and internal IT staff; and drafts technical standards and procedures for review and approval.

DUTIES AND RESPONSIBILITIES

• Administer, configure, monitor, secure, and maintain the City's network infrastructure, including firewalls, switches, routers, wireless access points, SD-WAN, 802.1X, VLANs, routing, VPNs, and remote access, performing hands-on configuration and troubleshooting as required.
• Plan, test, implement, and document upgrades, firmware updates, security patches, and configuration changes in accordance with approved change management practices.
• Monitor network performance, capacity, and availability, along with security alerts and suspicious activity, and implement or recommend corrective measures.
• Support secure connectivity for municipal facilities, remote sites, server and cloud environments, public-facing systems, operational technology, remote work, and approved third-party access.

Security component

• Administer and maintain cybersecurity systems and controls, including email and web protection, endpoint and server protection, multi-factor authentication, logging, alerting mechanisms, and secure access controls.
• Perform vulnerability scans and assess the results; track remediation, asset inventory, and vulnerability status for network, server, endpoint, cloud, and security technologies; and contribute to patch verification.
• Analyze phishing messages and other suspicious messages, support user reporting, and adjust email filtering rules and security controls to reduce risk.
• Research emerging threats, vulnerabilities, vendor advisories, patches, and best practices affecting the municipal IT environment, and communicate practical recommendations to the team.
• Support cybersecurity incident response by triaging alerts, gathering technical information, identifying affected systems or accounts, applying approved containment or remediation measures, and documenting findings.
• Lead cybersecurity awareness initiatives and provide user support for connectivity, secure remote access, phishing reports, security alerts, identity or access issues, and endpoint and server protection.

Cross-functional responsibilities (network and security)

• Recommend, design, test, and implement improvements to network reliability, system hardening, cybersecurity posture, monitoring, lifecycle management, and disaster recovery and business continuity readiness.
• Act as the primary technical resource and escalation point for network and cybersecurity matters, provide technical leadership on projects, and mentor less experienced IT staff while supporting their development.
• Develop and maintain accurate technical documentation, including network diagrams, IP addressing, VLANs, firewall rules, configuration sheets, asset and vulnerability inventories, support agreements, change logs, and incident notes.
• Coordinate with vendors, service providers, auditors, municipal departments, and IT staff to deliver projects, resolve service issues, and ensure that solutions meet operational and security requirements.
• Support Microsoft 365, Entra , EDR, Windows and Linux servers, virtualization, and backups where network connectivity, identity, access control, monitoring, or incident response is involved.
• Draft and review network and cybersecurity procedures, standards, and operating practices for review and approval, and translate approved requirements into concrete configurations.
• Perform any other related duties.

MINIMUM REQUIREMENTS

Education and experience

• Post-secondary education in computer science, information systems, network administration, cybersecurity, or another related field.
• Five (5) to ten (10) years of direct, progressive experience administering, securing, monitoring, and troubleshooting network infrastructure and cybersecurity systems in a complex, multi-site environment.
