TERMS OF REFERENCE

The Department of Basic Education (DBE), through the Education Management Information System (EMIS), is mandated to collect, manage, analyse, and disseminate high-quality education data and information to support planning, policy development, monitoring, evaluation, and evidence-based decision-making across the basic education sector. A key component of this mandate is the implementation and management of the Learner Unit Record Information and Tracking System (LURITS), which was approved on 20 May 2016 as the official Basic Education Sector reporting system.

LURITS enables learner- and educator-level reporting through the submission of electronic data from schools to Provincial Data Warehouses (PDWs), where data undergoes rigorous quality assurance, validation, cleansing, and consolidation before being uploaded to the national system. The resulting LURITS dataset serves as the official source of education statistics and information for DBE planning, monitoring and reporting, while also supporting the information needs of provincial education departments, other government institutions, Parliament, development partners, researchers, the media, international organisations, and the general public.

While significant progress has been made in the collection and management of education data, there remains substantial opportunity to strengthen the analysis, interpretation, and utilisation of EMIS data to generate actionable insights that inform policy and improve education outcomes. To maximise the value of existing education data assets, DBE seeks technical support from UNICEF to enhance data analytics, reporting, and knowledge-generation functions within EMIS

  • Education:

    Master's Degree in Statistics, Information Technology, Social Sciences, or any other related field.
  • Work Experience:

    At least 8 years relevant experience in data or statistical analysis role, Social Science research. Ability to work with large datasets and data dissemination of education-related data.
  • Knowledge/Expertise/

    Skills:

    Good writing skills and an understanding of the education system and legislative framework will be an added advantage. Skills in computer applications such as databases and spreadsheets, SQL programming, skills in statistical packages such as STATA, Python etc. Experience in handling sensitive data and/ POPIA compliance processes and practices.
  • Desirables:
    One other South African Language
