The Data Architect will establish how regulatory, environmental, and spatial data is structured, integrated, governed, secured, and shared across platforms while working closely with developers, data engineers, GIS specialists, business analysts, and product owners.

KEY RESPONSIBILITIES:
  • Define and maintain target-state data architecture across regulatory, data management, and geospatial platforms.
  • Design conceptual, logical, and physical data models for regulatory, environmental, and geospatial data.
  • Establish batch, near-real-time, event-driven, API-based, and change-data-capture integration patterns.
  • Design Databricks lakehouse architectures using Bronze/Silver/Gold layers, Delta Lake, and Unity Catalog.
  • Design spatial data flows while preserving geometry, coordinate reference systems, and spatial accuracy.
  • Lead data pipeline and interface architecture and collaborate with engineers and developers during implementation.
  • Define data contracts, API specifications, and interface agreements.
  • Resolve complex data integration issues involving data quality, schema changes, latency, and system dependencies.
  • Participate in Agile ceremonies and translate architecture into actionable technical requirements.
  • Establish data governance, metadata, lineage, classification, quality, and security practices.
  • Define data quality rules, validation frameworks, and monitoring approaches.
  • Provide architecture guidance to technical teams, business stakeholders, product owners, and program leadership.
  • Produce architecture documentation, diagrams, and decision records.
  • Mentor team members and promote data architecture best practices.
REQUIRED QUALIFICATIONS:
  • Bachelor's degree or university degree in Computer Science, Information Systems, Engineering, Geomatics, or a related field.
  • 7+ years of progressive experience in data architecture, data engineering, or data integration, including at least 3 years as a Data Architect.
  • 8+ years of experience working as a Data Architect in an enterprise IT environment.
  • 8+ years of experience with enterprise architecture principles and best practices.
  • 8+ years of experience designing, planning, implementing, and supporting enterprise solutions.
  • 8+ years of experience documenting enterprise solution databases.
  • 6+ years of experience performing threat and risk assessments and presenting recommendations.
  • Hands‑on Databricks experience, including Delta Lake, Spark/PySpark, SQL, and Unity Catalog.
  • Strong experience with relational, dimensional, and lakehouse data modeling.
  • Experience designing REST API, ETL/ELT, event streaming, and CDC integrations.
  • Experience with Microsoft Azure cloud data platforms, preferably Azure Data Lake Storage, Data Factory, Event Hubs, and Key Vault.
  • Experience with Service Now integration.
  • Strong SQL and T‑SQL experience.
  • Experience implementing SQL data warehouses.
  • Experience with enterprise business intelligence and performance management solutions.
  • Experience working in Agile delivery environments.
  • Experience with geospatial platforms and geospatial data concepts, formats, and standards.
  • Strong understanding of data governance, metadata management, data quality, and data security.
  • Excellent communication and stakeholder‑management skills.
PREFERRED QUALIFICATIONS:
  • Public‑sector or government experience, particularly with regulatory systems or programs.
  • Prior experience with provincial government environments.
  • Experience with Power Designer, ER/Studio, or similar architecture modeling tools.
