Position: Attorney 3 – Public Procurement Attorney
Location: Iowa

What You Will Do

  • Provide legal advice and research on complex issues impacting DOM and DoIT operations.
  • Review, draft, and negotiate contracts, agreements, statements of work (SOWs), and grant documents.
  • Provide legal support to DoIT’s procurement team regarding contracting and solicitations.
  • Lead large-scale IT contract negotiations and ensure compliance with state and federal laws.
  • Coordinate with the Attorney General’s Office on litigation, legal reviews, and contract matters.
  • Mediate grievances and advise on administrative policies and legal interpretations.
  • Support IT stakeholders (state agencies, local governments) with legal guidance on procurement and cybersecurity.
  • Prepare responses to rule waiver petitions and assist in rule making and legislative analysis.
  • Represent DOM and DoIT in audits, compliance reviews, and public/legal forums.
  • Deliver professional development, Q&A sessions, and legal briefings to internal and external audiences.
What We Are Seeking
  • A licensed attorney with strong knowledge of public procurement, administrative law, contract law, and IT-related legal issues.
  • Demonstrated experience in negotiating and managing complex contracts and legal agreements.
  • Ability to interpret and apply Iowa Code, administrative rules, and federal regulations.
  • Excellent communication skills, both written and verbal, with the ability to present legal concepts clearly.
  • Strong analytical and decision-making skills with a high degree of accuracy and attention to detail.
  • A collaborative mindset and the ability to work effectively with diverse stakeholders.

Working Arrangement

This position requires onsite work in Des Moines, IA. Employees meeting all expectations of their work responsibilities may request remote work and develop a hybrid/remote schedule collaboratively with their manager.

Qualification Requirements

Applicant must meet at least one of the following minimum requirements to qualify for positions in this job classification:
Graduation from an accredited school of law, and experience equal to five years of full-time work in the practice of law; not including experience as a law clerk. Current, continuous experience in the state executive branch that includes three years of full-time work with the employing agency in the practice of law; not including experience as a law clerk.
