Job Location: Bismarck.
Hiring Salary: $6,367 – $8,709 per month (depending on experience).

The PSC invites an Attorney to support the General Counsel and implement the State’s utility regulatory policy, including economic and compliance regulation, siting of energy facilities, gas pipeline safety, and enforcement of the Surface Mining Control and Reclamation Act (SMCRA).
In this role you will collaborate with economists, scientists, engineers, and policy specialists on utility proposals that affect rates, reliability, infrastructure, and environmental impacts, and you will provide legal insight into regional and national energy policy, grid integrity, and utility regulation.
- Legal services including research, analysis and advice.
- Representing advocacy staff and the Commission in administrative proceedings.
- Representing the Commission in civil proceedings and appeals.
- Advising and assisting with inquiries from the public, regulated industry, members of the legislature and other stakeholders regarding the interpretation of relevant statutes and regulations.
- Drafting administrative rules, proposed legislation, rule and bill testimony and other rule and bill documents.
- Investigating or assisting in the investigation of alleged or potential violations of applicable laws and rules.
Jurisdicted:
Juris Doctorate degree, licensed to practice law in North Dakota, and at least two years of work experience as an attorney. Candidates must be eligible for appointment as a Special Assistant Attorney General.
- Experience in a regulatory environment.
- Experience representing clients in administrative, judicial or trial proceedings.
- Experience drafting letters, memos, complaints, notices, orders, briefs, and settlement documents.
- Legal expertise related to utility and environmental regulation and policy.
- Working knowledge of North Dakota regulated gas and electric utility operations.
- Experience drafting administrative rules, proposed legislation, and rule and bill drafts.
