$92,348 - $168,574 per year – plus State of Connecticut benefits. New employees begin at the minimum. The starting salary for existing state employees may be higher than the minimum, in accordance with existing Judicial Branch policy.

Class Definition
This class is accountable for providing expert advice and recommendations on a wide variety of legal and policy issues and may serve as counsel to the Rules Committee of the Superior Court and as secretary to the Wiretap Panel.

Supervision Received
Receives general direction from the Director of Legal Services or other employee of higher grade.

Supervision Exercised
May supervise lower‑level staff as assigned.

Responsibilities

Provide expert advice and recommendations to the Legal Services unit on a wide variety of legal and policy issues affecting the Branch.

Conduct legal research and draft legal memoranda and opinions.

Represent the Branch in court and before administrative agencies.

Negotiate and draft contracts, license agreements, and other legal agreements for the Branch.

Act as an assistant to the Director of Legal Services.

Draft proposed changes to rules of practice and review and propose legislation.

Act as a liaison with operating units, agencies, and outside officials regarding Branch policies and procedures.

Perform special projects as assigned; prepare reports and correspondence.

Represent the unit on a variety of committees; review Branch policies and procedures to ensure compliance with relevant state and federal laws, statutes, and regulations.

Review Branch forms for legal content and efficiency, propose revisions, and develop new forms.

Perform legal research and writing for the Rules Committee of the Superior Court; prepare agenda and minutes of meetings.

As secretary to the Wiretap Panel, act as a liaison between the panel, law enforcement officers, and prosecutors; ensure the accuracy of applications for wiretaps; notify intercepted parties; review motions from persons under surveillance; respond to requests for tapes and transcripts.

Serve as secretary to the Investigatory Grand Jury Panel; accept assignments from the Executive Director; assist in the preparation of the annual wiretap report.

Perform related duties as required.

Minimum Qualifications Required
Knowledge, Skill and Ability

Considerable knowledge of law and legal process, legal principles, and practice.

Considerable knowledge of, and ability to apply, relevant state and federal laws.

Considerable knowledge of and demonstrated ability in legal research.

Considerable interpersonal skills.

Considerable oral and written communication skills.

Computer skills.

Considerable ability to analyze legal issues and present statements of fact, law, and argument.

Experience and Training

Membership in the Connecticut Bar.

Two years of experience in the practice of law.
