Regulatory Compliance Specialist
VANRATH is delighted to be partnering with a well established third sector organisation on the appointment of a Procurement Officer at their Belfast central office. This is an excellent opportunity to join a values driven organisation that supports people with mental ill health, learning disabilities, autism and dementia across the UK and Ireland.
Reporting to the Procurement Manager, you will support the wider procurement function across sourcing strategy, supplier negotiation, contracts and compliance. It will suit an experienced procurement professional who wants their work to make a genuine difference.

- Salary £26,746 to £35,133
- Working from home 2 days per week (post training)
The Role
Key responsibilities include:
- Support the Procurement Manager on sourcing strategies, price and contract negotiation, invoice approvals and data gathering
- Develop and implement procurement policies and procedures in line with the organisation's needs and regulatory requirements
- Research and compile commissioner procurement guidelines across the UK and Republic of Ireland and keep processes compliant
- Create proposals and requests for quotation in line with project requirements
- Carry out market analysis to identify potential suppliers
- Establish and maintain supplier relationships, negotiating terms and conditions for best value
- Initiate supplier agreements and see them through to implementation
- Develop a risk management approach for the procurement process, including supplier risk assessments and contingency plans
- Collaborate with department heads, finance and other internal stakeholders to understand procurement needs
The Ideal Candidate
- GCSE English and Maths at grade C or above, or equivalent, plus two years' experience in a similar role, or three years' experience in a similar role
- Proven contract preparation experience and a track record of successful negotiation
- Experience monitoring and evaluating the procurement process
- Excellent working knowledge of Microsoft Office, including Word, Excel, PowerPoint and Outlook
- Strong communicator, both verbal and written
- Able to analyse data and understand financial information
Desirable
- Degree level qualification
- Experience gained within the social care or healthcare sector
- Experience of tendering and leading contract negotiations, with sound knowledge of legal and contractual issues
- Understanding of fleet activity management
- Experience of project management tools such as MS Project and Gantt charts
