Operations Manager, Environmental Engineer
Provides high-level professional and technical project management services leading a multi-disciplinary project management team in the planning and implementation of the city's capital improvement program from project inception through completion of construction.
Anticipated starting salary for this position may be up to mid-point depending on candidate’s experience and internal equity. The full salary range is listed above and mid-point for this position is $52.56/hour or $/annually.
Education and Experience:
- A Bachelor's Degree in Civil Engineering, Environmental Engineering, Architecture or Construction Management, or a related field from an accredited educational institution.
- Seven years professional level public or private infrastructure project management experience and/or building projects, with a minimum of five years experience as responsible project manager.
- An equivalent combination of education and job-related experience may substitute for the educational requirement on a year-for-year basis.
Licensing, Certifications and Other Requirements:
- Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
- Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
- Preferred:
Professional Engineering, Professional Architectural or Contractors License in good standing in the State of Arizona, or the ability to obtain reciprocity within one year.
Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment.
Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
- Plans, organizes, coordinates, directs, and administers contracts for the design and construction of Capital Improvement Projects in the city, including negotiating, preparing an executing contracts and amendments.
- This position acts as lead and supervises the work of design and construction professionals, providing technical expertise, guidance, and leadership for project teams.
- Manages the scope, schedule and budget of Capital Improvement Projects. Leading the construction administration supervisors, inspectors and responsibly managing the construction of capital improvement projects.
- Resolves procedural, operational, and other work-related design or construction problems, scheduling conflicts, or contract disagreements by meeting with staff, impacted agencies, contractors, consultants, developers, architects, and other project stakeholders.
- Communicates with the general public, local and other governmental officials, other city employees, management, and contractors to provide information and direction in the coordination of city project design and construction.
- Participates in the planning, development and implementation of the five-year Capital Improvement Plan.

- Operate a variety of standard office equipment including a computer, telephone, copy machine, requiring continuous and repetitive arm, hand, and eye movement.
