This position reports directly to the Chief Information Officer and is responsible for the guidance and strategic direction of Client Services Division II. This division consists of four technology support teams:
1. Community Services, 2. Management and Administration, 3. Tax, Water Billing, Fleet Management, and 4. Electronic Content Management (ECM).
Schedule:
M-F, 8am – 5pm, some after hours as needed. This is not a full-time remote/work from home position. After 6 months of employment, work from home will be considered one day a week.
Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, coaching, counseling, disciplining, and completing employee performance appraisals.
Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress; inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to County administrators and elected officials.
Develops, plans, and implements long‑and short‑term strategic plans, goals, and objectives for assigned operational programs: evaluates performance and effectiveness of current services and systems in relation to growing needs of the County; and identifies and implements needed changes, modifications and/or enhancements.
Develops, recommends, updates, and implements department policies and procedures for assigned operational programs: reviews efficiency and effectiveness of operations, methods, processes, and procedures; designs and implements new and revised policies and/or processes; and ensures department activities comply with established policies and standards.
Develops and administers budget for assigned operational programs: forecasts funding needs for staffing, equipment, materials, and supplies; and monitors expenditures to ensure compliance with approved budget.
Oversees technical support for assigned operational programs: oversees and monitors employee schedules to ensure adequate coverage and control; reviews status reports; monitors work orders, technology projects, and service issues; provides technical expertise and management to ensure completion of division work activities and meet division objectives.
Manages projects in assigned operational programs: establishes project priorities; develops plans for implementing changes to include lifecycle plans; identifies order, timing and priority of system changes; recommends methodologies, data sources, and software tools; recommends changes to current technology systems or applications in order to meet organizational needs; identifies new processes and alternatives to resolve problems or improve/enhance operations.
Administers contracts for technology services and equipment for assigned operational programs: researches, tests, and recommends products for acquisition; supervises the development of equipment and systems specification and requests for proposal; participates in bid selection; negotiates contracts; and monitors vendors for contract compliance.
Ensures the maintenance of written standards and professional documentation for data management, technology support, and other work processes; documents and reviews procedures; establishes and enforces best practices; and consults with County administrators and department management in design of data management procedures.
Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession: reviews professional publications, technical manuals, and websites to increase knowledge of network operations; attends conferences, workshops, and training sessions as appropriate.
Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all County or departmental policies, practices, and procedures necessary to function effectively in the position.
