Summary
The primary purpose of this position is to serve as director of the department and technical advisor in the planning, organizational development, administrative management and staff supervision of base-wide and remote locations morale, welfare and recreation programs. This position serves as the staff supervisor to ensure the effective accomplishment of the overall MWR coordination functions in support of all tenant commands and activities onboard NAVSTA Great Lakes.

Organizational Management 35%
- Serves as the administrative and technical expert/advisor to the Commanding Officer, NAVSTA Great Lakes in matters pertaining to general MWR program administration, equipment, fund management and procurement.
- Analyzes local policies, procedures and functional systems in support of mission readiness of personnel served onboard NAVSTA Great Lakes. Develops organizational procedures and policies to improve overall managerial and financial postures of the local MWR fund. Conducts local reviews of MWR activities to ensure compliance with governing directives and prescribed fiduciary standards.
- Acts as the MWR Liaison between NAVSTA Great Lakes and Navy Region Mid Atlantic on matters pertaining to the MWR
- Prescribes required standards of ethical conduct expected of all Morale, Welfare and Recreation Department employees in accordance with SECNAVINST 5370.21.
- Ensures all recreational services resources are protected against theft and abuse; are utilized for official use only; and efficiency in the use of all government resources is the watchword and will be adhered to accordingly.
Policy and Procedures 40%
- Coordinates local policy relating to the operation of activities at Great Lakes which provide MWR services in support of the Navy community as well as the functioning of the various MWR program elements to ensure overall achievement of most cost beneficial approaches to their operation. In this capacity, the incumbent:
- Serves as control point for overall Navy policy concerning the provision of MWR services;
- Coordinates inputs from tenant commands and activities including councils, boards and advisory groups with respect to required services and effective operations;
- Monitors command compliance with policy and operating guidance and procedures promulgated by Commander, Navy Installations Command and Commander, Navy Region Mid-Atlantic
- Reviews overall financial plans and projections and monitors financial performance within respective local MWR program elements throughout NAVSTA Great Lakes;
- Acts personally on complex and delicate problems having implications reflecting on overall MWR policies and procedures command-wide;
- Maintains liaison with staffs of respective commands and tenant activities, CNRMA program managers, outside agencies and professional organizations concerning MWR type operations.
- Serves as Contracting Officers Representative (COR) on government entertainment or services contracts, as needed.
Program Evaluation 15%
