Job SummaryThe Business Manager serves as a key member of the Program Management Team. This position reports directly to the Vice President of Finance with dotted line reporting to the site Program Manager. Operating as a member of a highly collaborative, cross‑functional team, the Business Manager oversees the financial execution of the program to ensure both project profitability and customer satisfaction.
Responsibilities- Program Financial Management
- Manage and report on program performance to ensure fulfillment of contractual obligations, adherence to cost, quality, schedule, and profit objectives.
- Oversee all contract financial aspects through coordination with executive management, program management teams, and functional area staff.
- Conduct financial analysis and interpret program financial performance, providing recommendations to support contract execution.
- Responsible for month‑end close activities.
- Lead sales and profit forecasting, budgeting, financial metrics analysis, and financial forecasting at the program level.
- Develop comprehensive business financial plans for the program.
- Cross Functional Collaboration & Communication
- Interact effectively with all levels of management from first‑line supervisors to senior executives.
- Establish clear lines of communication between Home Office and program business staff to articulate program and customer goals, track progress and performance toward objectives.
- Coordinate with functional departments to establish and monitor metrics that improve financial performance and ensure compliance with all company and program‑specific policies and procedures.
- Provide objective financial risk assessments to leadership.
- Contract and Compliance Oversight
- Support implementation and maintenance of contractual modifications, customer requests and inquiries, negotiation of contract changes.
- Maintain job numbers and change order setups in JAMIS ERP in accordance with contract requirements.
- Act as primary business liaison for customer interface, business review sessions with Home Office leadership and customers, and to support Program Manager in ensuring appropriate business and administrative staffing levels.
- Financial Reporting and Analysis
- Lead development of annual operating plans, financial forecasts, variance analysis, unbilled reporting.
- Prepare financial, cost, and budget reports for month‑end close requirements.
- Ensure reimbursable travel costs remain recoverable and within project estimates.
- Ensure direct materials are competitively priced and procured per FAR and contract guidance.
- Submit timely contract billings in WAWF per PWS requirements and develop financial briefings and reports for Home Office leadership.
- Provide financial controls by monitoring funding levels and ensuring accurate and timely cost capture to correct charge numbers.
- Program Management Reviews & Compliance
- Participate in preparation and presentation of internal and external Program Management Reviews.
- Maintain thorough knowledge of CBAs applicable to contract, Service Contract Act provisions for union and non‑union employees.
- Additional Duties

- Education
A Bachelor's degree in Accounting, Finance, Business Administration, or a related field. - Experience
Minimum 5 years in Department of Defense (DoD) Government service contracts/sub‑contracts. - Proficiency
Microsoft Excel (intermediate to advanced), Microsoft Word and PowerPoint, ERP Systems (JAMIS Prime ERP preferred), Contract management, procurement, cost accounting, financial management. - Knowledge of FAR and DFARS, strong written, oral, and interpersonal communication skills, strong organizational and administrative capabilities with experience in contract management, HR coordination, computer systems and business process support, purchasing and…
