The Housing Authority of Clayton County (HACC) is seeking a capable, creative and collaborative Project Manager. This is a full‑time opportunity reporting to the Program Manager. Remote work may be available in accordance with organizational guidelines.
The ideal candidate is someone who understands Real Estate Development and the home buying process. They must have their own transportation and be open to 40‑50% local travel, including possible weekends. Someone who is comfortable with public speaking and relationship building.

Position SummaryThe Housing Development Project Manager is responsible for overseeing the planning, coordination, and execution of housing and mixed‑use development initiatives on behalf of the Housing Authority of Clayton County (HACC), a quasi‑governmental community development organization. This position manages projects from concept through completion—ensuring they are financially sound, mission‑driven, and responsive to the broad needs of the community. In addition, the Project Manager will support pathways to home ownership for Clayton County residents by coordinating financial literacy programs, pre‑ and post‑purchase counseling, homebuyer education seminars, and related initiatives.
The Project Manager plays a key role in expanding access to quality housing options and supporting neighborhood revitalization through equitable and sustainable development. This includes leading efforts to create a range of housing types that serve individuals and families across various income levels.
This is a grant‑funded position that requires meticulous reporting, regulatory compliance, strong presentation skills, and collaboration across departments and with external partners. The Project Manager is a vital member of the HACC team and will be responsible for:
Role Responsibilities Project Planning & Feasibility- Assist in identifying and evaluating potential sites for attainable housing or mixed‑use development.
- Support feasibility analyses by gathering data for financial modeling, zoning review, and market research.
- Prepare detailed project budgets, schedules, and development strategies.
- Coordinate environmental reviews, site due diligence, and acquisition processes.
- Contribute to the development and refinement of planning processes, tools, and documentation to ensure consistent evaluation standards.
- Collaborate in the development of funding strategies aligned with county, city, and public‑sector resources.
- Provide administrative and research support for preparing competitive funding applications to federal, state, local, and philanthropic sources (e.g., LIHTC, HOME, CDBG, FHLB, state housing trust funds).
- Assist in establishing and maintaining process workflows and templates to streamline funding application efforts and improve submission quality.
- Manage relationships with lenders, investors, and public agencies.
- Support fundraising and grant reporting requirements in coordination with the Development and Finance teams.
- Lead selection and coordination of architects, engineers, general contractors, and consultants.
- Guide design processes to ensure alignment with community needs, affordability goals, and sustainability standards.
- Monitor construction progress, costs, and quality; facilitate issue resolution and change management.
- Oversee project close‑out and transition to property management.
- Work closely with residents, community organizations, and local leaders to ensure developments are inclusive and community informed.
