Position: Regulatory and Information Support Section Manager (WMS2)

Department of Ecology is hiring a Regulatory & Information Support Section Manager (WMS Band
2) within the Hazardous Waste and Toxics Reduction Program (HWTR).

Location
  • Headquarters Office in Lacey, WA.
  • Upon hire, you must live within a commutable distance from the duty station.
Schedule
  • This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. This position will be eligible for up to a 60% telework schedule. The HWTR Program enforces Washington's toxics laws, including the Dangerous Waste regulations that many businesses need to comply with. We also offer technical assistance to businesses to reduce or eliminate their use of hazardous chemicals, work to identify safer chemical alternatives, support the development of green chemistry, and test consumer products for toxic chemicals.

The Regulatory & Information Support (R&I) Section supports this work by coordinating the state's annual Dangerous Waste Reporting program, collecting hazardous waste generation fees, planning and implementing IT services for the program, planning for and communicating key program messages, providing education and outreach to businesses on dangerous waste management, and developing and maintaining program web content and publications.

This position will provide support and leadership to the Regulatory & Information Support Section so that:

  • Section staff are committed to a unified vision and direction for the section and understand their individual roles, and the roles of the various teams, in achieving outcomes that align with that vision and direction.
  • Section staff consistently use applicable and effective frameworks, methodologies, technology tools, policies, standards, data and best practices in projects and initiatives to achieve clearly defined and measurable outcomes.
  • Work performed by Section staff is prioritized to ensure effective and efficient use of the section's resources in support of defined outcomes for the section and program.
  • Data analysis performed by section staff produces insights that inform program decision‐making, identify "pain points" and opportunities for process improvements, and measure progress toward program outcomes.
  • Process improvement projects led or coordinated by Section staff support the program's goals.
  • Hazardous Waste and Toxics Reduction Program information technology projects are strategically scoped, planned, developed and maintained in order to meet evolving program and agency needs. Project management methodologies and best practices are applied to ensure applications are delivered as scheduled and align with documented business requirements.
  • Program communication efforts are integrated into a coherent and coordinated strategy that prioritizes key messages and customer‐focused delivery of information.
  • Business operations are conducted timely, efficiently and in conformance with agency policies and applicable laws.
  • Products and services delivered by the Section are assessed and managed with the goal of continuous improvement.
  • Section staff manage their records according to applicable retention schedules and guidelines.
  • Section staff are committed to treating our clients and the public as partners and collaborators by building and maintaining satisfaction with the services offered by the program.
