SAIC seeks an experienced, results-oriented, Shared Services Development Manager (SSDM) who is technical and can manage day-to-day project management tasks involving technical performance, schedule and communication of progress and problems in a timely manner. This role will also support Deputy Program Manager (DPM) duties by directly contributing to program efforts in several areas including the coordination and administration of all aspects of an ongoing program such as planning, organizing, staffing, leading, and controlling program activities.
The SSDM shall utilize expert verbal and written communication skills to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review project and process related documents. The SSDM shall perform project managerial duties, which include but are not limited to maintaining required staffing levels of qualified personnel and assuring quality, content, and prompt delivery of all tasks and contractual deliverables.
- Collaborate with development managers, architects, and stakeholders to define requirements and technical roadmaps.
- Manage Agile/SAFe processes, including CE/CI/CD, backlog, and all ceremonies.
- Oversee the software development lifecycle (SDLC), ensuring timely, high-quality delivery.
- Lead release and sprint planning in coordination with VA clients.
- Provide technical oversight, ensure code quality, and drive Agile best practices.
- Foster team performance through leadership, coaching, and professional development.
- Identify process improvements, manage resources, and optimize team efficiency.
- Oversee compliance, risk, and security considerations in development.
- Proficiency in Agile methodologies, tools (JIRA, AWS, Dev Sec Ops ), and milestone scheduling.
- Strong leadership, stakeholder management, and resource tracking skills.
- Expertise in program scheduling, work breakdown structures, and development oversight.
- Exceptional verbal, written communication, and collaboration skills.
- Proven success in delivering complex software solutions in fast-paced enterprise environments.
- Provide regular reports to SAIC leadership on customer requirements/changes.
- Implement and manage onboarding activities.
- Ensure the required level of expertise and competency of personnel are maintained in all assignments and kept current with rapidly evolving technologies.
- Track, manage, and control contract costs.
- Manage subcontractors and subcontractor partners effectively.
- Support the delivery of the overall program and its activities in accordance with the mission and the goals of the organization.
- In conjunction with the PM, develop new initiatives to support the strategic direction of the organization, implement long-term goals and objectives to achieve the successful outcome of the program, and a program evaluation framework to assess the strengths of the program and to identify areas for improvement.
- Ensure that program activities operate within the policies and procedures of the contract.
- In consultation with the PM, manage the staffing team, working closely with SAIC recruiting and staffing to identify, interview, and select well-qualified candidates for the program's bench.
- Ensure vacant positions are filled with qualified candidates.
- Implement the human resources policies, procedures and practices of the organization.
- Aid in the supervision of program staff by providing direction, input and feedback.
- Communicate with the program customer, end-customers and other stakeholders to gain support for the program and to solicit performance feedback.
- Liaise with employees to ensure the effective and efficient program delivery.
- Coordinate the delivery of services among different program activities to increase effectiveness and efficiency.
- Write reports on the program for management.
- Monitor the program activities on a regular basis and report evaluation findings to the PM and recommend changes to enhance the program, as appropriate.
- In conjunction with PM, develop, write, and submit RFP responses and proposals.
- Bachelor’s Degree; MBA nice to have.
- Minimum ten (10) years of PM, project management, or technical leadership experience.
- Excellent interpersonal skills, including the ability and willingness to initiate and manage relationships across the customer leadership team.
- Experience as a Technical Program Manager managing technical teams.
- Strong organizational skills.
- Ability to work with contract personnel and manage subcontract relationships.
- Outstanding verbal and written communications skills.
- U.S. citizenship or Permanent Residency with the ability to obtain a Public Trust clearance.
- PMP Certification – Nice to have.
Target salary range: $120,001 - $160,000.
