Benefits and Risk Manager for the Colorado Department of Revenue. This pivotal and strategic role places you at the center of our commitment to service, teamwork, and employee well‑being. You will drive the strategic oversight and implementation of the State's comprehensive employee benefits program, lead staff who manage employee leaves, benefits administration, safety, and workers' compensation programs, and facilitate structured employee return‑to‑work initiatives.
WhatYou'll Do
- Lead the strategic oversight and execution of the State's comprehensive employee benefits program.
- Manage staff who oversee employee benefits administration, safety, and workers’ compensation programs throughout the employee life cycle and lead the annual Open Enrollment process, including communication and training.
- Oversee all protected leave programs (e.g., FMLA, FAMLI) to ensure full compliance and proper administration.
- Serve as the lead subject matter expert in managing and executing the Americans with Disabilities Act (ADA) interactive process.
- Drive compliant and legally appropriate employment outcomes through meticulous review of accommodation requests.
- Develop, implement, and maintain comprehensive policies, procedures, and protocols for all employee benefits, protected leave, ADA compliance, and workers' compensation programs.
- Serve as a strategic partner in supporting the State's property and liability claim management and loss prevention.
- Collaborate with the Facilities Safety & Security Team to conduct comprehensive risk assessments and vulnerability analyses.
- Accountable for the rigorous oversight of employee benefits and risk data analysis, trending, and predictive modeling.
- Partner with the HR Business Systems team to use advanced analytical methods, including artificial intelligence, to transform complex data into actionable insights.

- This is an exempt, remote position primarily performed via flex‑place (telework/work‑from‑home arrangements), with occasional on‑site visits in Colorado.
Must be a resident of the State of Colorado at the time of submitting your application.
Minimum QualificationsEight (8) years of relevant human resources or risk management experience, or an equivalent combination of education and experience.
Preferred Qualifications- Expertise as a primary Subject Matter Expert (SME) in the ADA interactive process.
- In-depth knowledge of all protected leave programs, including FMLA and FAMLI.
- Current on all Federal and State laws and State policies regarding ADA and protected leaves.
- Experience leading property and liability claim management and loss prevention.
- Experience developing, implementing, and enforcing department‑wide safety, security, and emergency response protocols.
- Proficiency in employee benefits and risk data analysis, trending, and predictive modeling.
- Advanced analytical skills, including AI, to transform complex data into actionable insights.
- Excellent verbal and written communication skills.
- Supervisory experience with strong leadership abilities and change management.
Employees must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence. They must file Colorado Individual Income Tax returns and comply with tax policies. Final candidates must successfully complete a background investigation and reference check.
