Location and

Working Conditions:

This in‑office full‑time role is based at our corporate office in Gaithersburg, MD (Washington, DC metro region). Remote work is not available.

Responsibilities
  • Lead, manage, and direct the activities of the compliance managers within the team.
  • Ensure and certify all initial qualifying household files from move‑in through 1st year recertification for all new/re‑syndication LIHTC properties and units, including review and certification by in‑house compliance resources as well as 3rd‑party audit resources.
  • Maintain tenant files, records, and waiting lists in accordance with governing agency standards.
  • Build proactive, positive relationships with investors, state housing finance agencies, HUD, PHAs, and other regulatory agencies.
  • Provide audit, review, and pre‑occupancy/finalization approval processes for move‑initial household income certifications across applicable affordability programs (LIHTC, Sec. 8, Sec. 236, Home, Bond, etc.).
  • Audit resident files for compliance with LIHTC, HUD Section 8, and state/local requirements as applicable.
  • Support property managers and regional managers with compliance program questions.
  • Provide regular updates to the VP of Compliance on team activities.
  • Maintain current knowledge of all affordable housing compliance programs present in Pratum’s portfolio.
  • Ensure timely completion of all compliance‑related internal and external reporting, including annual state agency LIHTC reporting.
  • Oversee completion of files for Move‑ins, Annual Recertification, Interim Recertification, Gross Rent Changes, Terminations, and Initial Certifications.
  • Monitor waitlists and EIV master binders for federal regulatory compliance.
  • Assist Senior VP of Compliance in preparing and submitting HUD documents such as affirmative fair housing marketing plans, tenant selection plans, lease packages, etc.
  • Provide superior customer service to residents and prospective tenants by promptly responding to calls, messages, and emails professionally.
  • Perform other duties as assigned.
Qualifications
  • Minimum 5 years of experience in compliance monitoring of HUD‑assisted & LIHTC multifamily housing properties.
  • Prior supervision/management experience highly preferred.
  • Strong written and verbal communication skills.
  • Experience reviewing, interpreting, and applying government regulations.
  • Management experience building and managing a highly engaged team.
  • Knowledge of affordable housing software, preferably Yardi (Voyager and Rent Cafe).
  • Formal training/certification in related field (HCCP, SHCM, C3P, COS, CPO, BOS or equivalent).
  • College degree preferred.
  • Ability to read/write English fluently, perform mathematical functions, and use software effectively.
Additional Skills
  • Proficiency with Yardi and Microsoft Office (Word, Excel, Outlook).
  • Strong knowledge of LIHTC, HUD regulations and IRS 8823 Guide and HUD Manual 4350.3.
  • Fast‑paced environment adaptability.
  • Ownership of projects.
  • Self‑starter and independent worker.
  • Intermediate‑advanced computer knowledge.

Attendance/Travel Requirements: This non‑remote position requires site visits to communities and occasional out‑of‑state travel. Standard weekday hours (8:30–5:30) with potential shift adjustments.

Compensation and Benefits: Base salary range $80k‑$100k, with potential discretionary bonuses. 2 weeks paid vacation, 1 week sick leave, 11 paid holidays, and health & welfare benefits. More information on our website.
