IT Project Manager, Program / Project Manager
The manager of the Web Development Team will lead, mentor, and inspire a highly‑skilled, high‑performing team specializing in website development on an Angular / Java platform. The team also provides guidance around digital standards, usability, mobile‑first development, and accessibility. This leader ensures the team supports the Department of Workforce Services by driving adoption of best practices across development environments.
The manager also collaborates with stakeholders, serving as the primary internal point of contact, defines processes, establishes security protocols, and oversees user management.
This role requires a leader who leads by example, actively listens, and fosters a supportive culture where team cadastrents feel their voice matters.
This position is currently a hybrid of both in‑office (2 days a week required in office and any mandatory in‑office meetings) and remote work days (work must be performed in Utah). The office is located at the Olene S. Walker Building, 140 E 300 S, Salt Lake City, UT.

Responsibilities- Project & Task Management: Overseeing all development projects and daily tasks.
- Strategic Planning: Overseeing PI Planning sessions and finalizing statements of work.
- Resource Management: Approving timecards, managing reportedly software procurement, and overseeing budget allocation.

Ensuring effective coordination with all relevant parties. - Risk Mitigation: Conducting application security and risk assessments.
- Enterprise Integration: Coordinating and implementing enterprise‑wide projects.
- Team Leadership: Fostering a cohesive and productive development team.
- Fostering Growth: Developing and monitoring staff performance plans to support continuous improvement and accountability.
- Project Management: Leads project management team and revis withd processes to ensure the best outcome.
- Employee Recruitment: Coordinates state employee recruitment for Web team, including scheduling interviews, being part of the interview board, and onboarding new hires.
- Budget: Ensuring budget allocations for both project operations and personnel align with long‑term organizational goals.
- Proven experience with managing large‑scale IT operations and related technologies.
- Strong leadership skills with the ability to lead and motivate cross‑functional teams effectively.
- Proven expertise in end‑to‑end fiscal management, overseeing annual operating budgets, performing complex variance analysis, identifying cost‑saving opportunities, and reallocating resources to keep projects profitable and aligned with agency financial goals.

- Government or public‑sector experience.
